Die Studie erweitert das Forschungsfeld um drei wesentliche Erkenntnisse: Erstens, dass es neben dem postulierten negativen Zusammenhang von staatlichen Regulierungen und lokalen Selbstregelungen noch weitere hypothetisch anzunehmende Zusammenh{\"a}nge geben kann. Zweitens, dass neben staatlicher Regulierung und lokalen Selbstregelungen auch regelungsfreie Regelungsbedarfe existieren und st{\"a}rker in den Blick genommen werden sollten. Therefore, this paper investigates the determinants of the early career gender pay gap among doctoral graduates in Germany. By relying on effects on the supply and demand sides and feedback between them, I theoretically derive determinants of the gender pay gap that comprise doctoral and occupational characteristics. Using data from a representative German panel study of the 2014 doctoral graduation cohort, I analyse the gender pay gap two years after graduation. I apply linear regression on the logarithmic gross monthly earnings and Oaxaca-Blinder de-composition to examine the explanatory contribution of the determinants to the gender pay gap. The anal-yses reveal that female graduates earn 27.2 \% less than male graduates two years after graduation. Male graduates being paid a premium outside academia partly drives this gender pay gap. The considered deter-minants largely explain the overall gender pay gap, the most important determinants being working hours, doctoral subject, industry, professional experience gained after graduation, company size, and academic employment. Being a fundamental paradigm shift, SDN enables a remote control of networking devices made by different vendors from a logically centralized controller. In principle, this enables a more dynamic and flexible management of network resources compared to the traditional legacy networks. Phase 1 focused on multimedia applications and their users' Quality of Experience (QoE). This documents reports the achievements of the first phase (Jan 2017 - Dec 2019), which is jointly carried out by the Technical University of Munich, Technical University of Berlin, and University of W{\"u}rzburg. The project started at the institutions in Munich and W{\"u}rzburg in January 2017 and lasted until December 2019. In Phase 1, the project targeted the development of fundamental control mechanisms for network-aware application control and application-aware network control in Software Defined Networks (SDN) so to enhance the user perceived quality (QoE). The idea is to leverage the QoE from multiple applications as control input parameter for application-and network control mechanisms. These mechanisms are implemented by an Application Control Plane (ACP) and a Network Control Plane (NCP). In order to obtain a global view of the current system state, applications and network parameters are monitored and communicated to the respective control plane interface. Network and application information and their demands are exchanged between the control planes so to derive appropriate control actions. To this end, a methodology is developed to assess the application performance and in particular the QoE. This requires an appropriate QoE modeling of the applications considered in the project as well as metrics like QoE fairness to be utilized within QoE management. In summary, the application-network interaction can improve the QoE for multi-application scenarios. This is ensured by utilizing information from the application layer, which are mapped by appropriate QoS-QoE models to QoE within a network control plane. This is where a community, beyond the level of the family, first develops collective rules that are intended to ensure its continued existence. But usually this is not the only level of governance at play. Above it, there are supralocal formations of power, varying in scope from regional networks to empires, which supplement the local orders or compete with them. The premise of this Research Unit is that local forms of self-governance are especially heterogeneous and prominent, wherever supralocal statehood exists in the mode of weak permeation. The central question of our approach is how local forms of self-governance work in this context. We will examine the relations to the state level as well as to other local groups as they develop over time; the scope and spatial contingency of forms of self-governance; their legitimization and the interdependency with the organization and collective identity of those groups which carry them out; finally, we will turn our attention to the significance of self-governance for the configuration of weak statehood. The empirical focus will be at the local level, which has so far been largely neglected in the research on governance beyond the state. In order to achieve this, we will work with case studies that are structured by categories and situated in geographical areas and time periods that lie outside of modern Europe with its particular development of statehood since the Late Middle Ages: in Antiquity, and in the Global South of the present. By incorporating these different time frames, we hope to contribute to overcoming the dichotomy between the modern and pre-modern era, which is often given canonical status. Our goal is to create a comparative analysis of different configurations of order as well as the development of a typology of patterns of local governance. The structure of the empirical comparison itself promises methodological insights, since it will entail recognizing, dealing with, and overcoming disciplinary limitations. Starting with the identification of typical patterns and processes, we hope to gain a better grasp of the mechanisms by which local configurations of order succeed, while at the same time advancing the theoretical debate. This will allow us to make an interdisciplinary contribution to the understanding of fundamental elements of statehood and local governance that are of central importance, especially in the context of weak statehood. They are well known in their communities, having different backgrounds in crowdsourcing, mobile networks, network measurements, network performance, Quality of Service (QoS), and Quality of Experience (QoE). The discussions in the seminar focused on how crowdsourcing will support vendors, operators, and regulators to determine the Quality of Experience in new 5G networks that enable various new applications and network architectures. As a result of the discussions, the need for a white paper manifested, with the goal of providing a scientific discussion of the terms "crowdsourced network measurements" and "crowdsourced QoE measurements", describing relevant use cases for such crowdsourced data, and its underlying challenges. During the seminar, those main topics were identified, intensively discussed in break-out groups, and brought back into the plenum several times.
