A Program for a Fresh Perspective N2 - The nucleus of statehood is situated at the local level: in the village, the neighborhood, the city district. This is where a community, beyond the level of the family, first develops collective rules that are intended to ensure its continued existence. But usually this is not the only level of governance at play. Above it, there are supralocal formations of power, varying in scope from regional networks to empires, which supplement the local orders or compete with them. The premise of this Research Unit is that local forms of self-governance are especially heterogeneous and prominent, wherever supralocal statehood exists in the mode of weak permeation. The central question of our approach is how local forms of self-governance work in this context. We will examine the relations to the state level as well as to other local groups as they develop over time; the scope and spatial contingency of forms of self-governance; their legitimization and the interdependency with the organization and collective identity of those groups which carry them out; finally, we will turn our attention to the significance of self-governance for the configuration of weak statehood. The empirical focus will be at the local level, which has so far been largely neglected in the research on governance beyond the state. In order to achieve this, we will work with case studies that are structured by categories and situated in geographical areas and time periods that lie outside of modern Europe with its particular development of statehood since the Late Middle Ages: in Antiquity, and in the Global South of the present. By incorporating these different time frames, we hope to contribute to overcoming the dichotomy between the modern and pre-modern era, which is often given canonical status. Our goal is to create a comparative analysis of different configurations of order as well as the development of a typology of patterns of local governance. The structure of the empirical comparison itself promises methodological insights, since it will entail recognizing, dealing with, and overcoming disciplinary limitations. Starting with the identification of typical patterns and processes, we hope to gain a better grasp of the mechanisms by which local configurations of order succeed, while at the same time advancing the theoretical debate. This will allow us to make an interdisciplinary contribution to the understanding of fundamental elements of statehood and local governance that are of central importance, especially in the context of weak statehood. The insights we hope to gain by adopting this historical perspective will contribute to understanding a present that is not based exclusively on its own, seemingly completely new preconditions, and will thus significantly sharpen the political analysis of various forms of governance. N2 - Despite the officially attained independence of the former French colonies in sub-Saharan Africa, generalizing and demeaning views of local groups of the population still characterize the discussion in the French-speaking world. This paper analyses texts by Victor Hugo, Georges Remi and the En Marche! party, which were written during and after colonization, using the theories of Michel Foucault, Valentin-Yves Mudimbe and Edward Said. In the process, previously prevailing binary thought structures are revealed, which divide "the European" and "the African" into contrasting categories and thus implicitly and explicitly advocate (neo)colonial power structures. The second part of this paper deals with the task of working through the subtle influence of colonialism on students' views in the context of a series of lessons and overcoming possible prejudices and stereotypes about the sub-Saharan African population. Therefore, this paper investigates the determinants of the early career gender pay gap among doctoral graduates in Germany. By relying on effects on the supply and demand sides and feedback between them, I theoretically derive determinants of the gender pay gap that comprise doctoral and occupational characteristics. Using data from a representative German panel study of the 2014 doctoral graduation cohort, I analyse the gender pay gap two years after graduation. I apply linear regression on the logarithmic gross monthly earnings and Oaxaca-Blinder de-composition to examine the explanatory contribution of the determinants to the gender pay gap. The anal-yses reveal that female graduates earn 27.2 % less than male graduates two years after graduation. Male graduates being paid a premium outside academia partly drives this gender pay gap. The considered deter-minants largely explain the overall gender pay gap, the most important determinants being working hours, doctoral subject, industry, professional experience gained after graduation, company size, and academic employment. The results offer new insights on the determinants of the early career gender pay gap among doctoral graduates and thereby shed light on one dimension of gender inequalities in post-doctoral careers. N2 - Bisherige Forschung hat gezeigt, dass weibliche Promovierte weniger verdienen als männliche Promo-vierte. Die Determinanten dieses Gender Pay Gaps sind jedoch noch weitgehend unerforscht. Deshalb un-tersucht dieser Beitrag die Determinanten des Gender Pay Gaps von Promovierten in Deutschland, und zwar am Anfang ihrer Karriere. Auf der theoretischen Grundlage von Effekten auf der Angebots- und Nachfrageseite sowie Rückkopplungen zwischen diesen beiden Seiten leite ich Determinanten des Gender Pay Gaps ab, die Promotions- und Beschäftigungsmerkmale umfassen. Dabei verwende ich die Daten einer repräsentativen deutschen Panelstudie von Promovierten der Abschlusskohorte 2014 und betrachte den Gender Pay Gap zwei Jahre nach Promotionsabschluss. Ich wende lineare Regressionsanalysen der logarithmierten Bruttomonatseinkommen und eine Oaxaca-Blinder-Dekomposition an, um den Erklärungsbeitrag der Determinanten am Gender Pay Gap zu untersuchen. Die Analysen zeigen, dass weibliche Promovierte zwei Jahre nach der Promotion 27,2 % weniger verdienen als männliche Promovierte. Dieser Gender Pay Gap wird teilweise durch einen Lohnvorteil für männliche Promovierte außerhalb der Wissenschaft verursacht. Die betrachteten Determinanten erklären einen großen Teil des Gender Pay Gaps, dabei sind die Arbeitsstunden, das Promotionsfach, die Branche, die nach der Promotion erworbene Berufserfahrung, die Betriebsgröße und die Beschäftigung innerhalb der Wissenschaft die wichtigsten Determinanten. Being a fundamental paradigm shift, SDN enables a remote control of networking devices made by different vendors from a logically centralized controller. In principle, this enables a more dynamic and flexible management of network resources compared to the traditional legacy networks. Phase 1 focused on multimedia applications and their users’ Quality of Experience (QoE). This documents reports the achievements of the first phase (Jan 2017 – Dec 2019), which is jointly carried out by the Technical University of Munich, Technical University of Berlin, and University of Würzburg. The project started at the institutions in Munich and Würzburg in January 2017 and lasted until December 2019. In Phase 1, the project targeted the development of fundamental control mechanisms for network-aware application control and application-aware network control in Software Defined Networks (SDN) so to enhance the user perceived quality (QoE). The idea is to leverage the QoE from multiple applications as control input parameter for application-and network control mechanisms. These mechanisms are implemented by an Application Control Plane (ACP) and a Network Control Plane (NCP). In order to obtain a global view of the current system state, applications and network parameters are monitored and communicated to the respective control plane interface. Network and application information and their demands are exchanged between the control planes so to derive appropriate control actions. To this end, a methodology is developed to assess the application performance and in particular the QoE. This requires an appropriate QoE modeling of the applications considered in the project as well as metrics like QoE fairness to be utilized within QoE management. In summary, the application-network interaction can improve the QoE for multi-application scenarios. This is ensured by utilizing information from the application layer, which are mapped by appropriate QoS-QoE models to QoE within a network control plane. The definitions of the terms build a framework for discussions around the hype topic ‘crowdsourcing’. This serves as a basis for differentiation and a consistent view from different perspectives on crowdsourced network measurements, with the goal to provide a commonly accepted definition in the community. The focus is on the context of mobile and fixed network operators, but also on measurements of different layers (network, application, user layer). In addition, the white paper shows the value of crowdsourcing for selected use cases, e.g., to improve QoE or regulatory issues. Finally, the major challenges and issues for researchers and practitioners are highlighted. This white paper is the outcome of the Würzburg seminar on “Crowdsourced Network and QoE Measurements” which took place from 25-26 September 2019 in Würzburg, Germany. International experts were invited from industry and academia. They are well known in their communities, having different backgrounds in crowdsourcing, mobile networks, network measurements, network performance, Quality of Service (QoS), and Quality of Experience (QoE). The discussions in the seminar focused on how crowdsourcing will support vendors, operators, and regulators to determine the Quality of Experience in new 5G networks that enable various new applications and network architectures. As a result of the discussions, the need for a white paper manifested, with the goal of providing a scientific discussion of the terms “crowdsourced network measurements” and “crowdsourced QoE measurements”, describing relevant use cases for such crowdsourced data, and its underlying challenges. By means of a deductive approach, various theoretical scenarios of this connection are taken into account. In addition to the general correlations between the two forms of regulation, this involves the scope of the regulations, the forms of relationship between the variants of regulation, the preconditions for the implementation of regulations and the linking of the forms of regulation with the concept of statehood. The study extends the field of research by three essential findings: First, that in addition to the postulated negative correlation between state regulation and local self-governance, there may be other hypothetically assumed relationships. Such data can be used by the community in their decision making, whether to subscribe to a specific mobile phone service that provides good coverage in an area or in finding a sunny and warm region for the summer holidays. However, the existing platforms are usually limiting themselves to directly measurable network QoS. If such a crowdsourced data set provides more in-depth derived measures, this would enable an even better decision making. A community-driven crowdsensing platform that derives spatial application-layer user experience from resource-friendly bandwidth estimates would be such a case, video streaming services come to mind as a prime example. In this paper we present a concept for such a system based on an initial prototype that eases the collection of data necessary to determine mobile-specific QoE at large scale. Auch Bernhard versucht zu eruieren, wie der Mensch seine eigene Mitte findet und so zum verantwortlichen Handeln befähigt ist. Dabei nimmt er jedoch den Menschen explizit als Geschöpf Gottes in den Blick. Pour cela, nous avons étudié les relations entre la fiction et l’(auto)biographie, la fiction et la réalité axée sur les apports des stratégies linguistiques et conceptuelles, entre autres. N2 - The aim of this dissertation is to analyze the field of application and study of the concepts of biofiction and exofiction which, through the blurring between reality and fiction, would pass for life stories in the postmodern novel. For this purpose, we have studied the relations between fiction and (auto)biography, fiction and reality, focusing on the contributions of linguistic and conceptual strategies, among others. Using a qualitative method based on a hypothetico-deductive approach to show how the (auto)biography has been reworked in both texts, but also to show the fictional potential, of which our subject abounds, through the life story. Diese Spannung entzündet sich vornehmlich am konkreten Umgang mit biblischen Texten. Bis heute scheint es sich hierbei jedoch um ein ungelöstes Problem zu handeln. Der in diesem Aufsatz vorgestellte methodische Entwurf versucht einen solchen Brückenschlag zwischen den beiden theologischen Fachwissenschaften mittels einer Hermeneutik zur Interpretation alttestamentlicher Texte anzustreben. Dabei nimmt die Fokussierung auf das Alte Testament keine hermeneutische Sonderstellung ein, sondern erweist sich vielmehr als Prüfstein und Richtschnur jeder christlichen Interpretation der zweigeteilten Bibel. N2 - In 1961, Karl Rahner published an article on the tension between exegesis and dogmatics. This tension arises from dealing with biblical texts. Still today, this problem seems to remain unsolved. The methodical concept presented in this essay tries to build a bridge between the two theological disciplines by aiming at a hermeneutics of interpreting the Old Testament. However, focusing on the Old Testament occupy some kind of hermeneutical special position, but rather turns out to be the touchstone as well as the guideline of any Christian interpretation of the two-part Bible. When applying this hermeneutical method, the focus of attention will be on the obligation of the interpreter towards the biblical text and a dialogue between the textual world and specific living conditions.
