  • Die Volkswirtschaft Griechenlands wird durch die ungleichmässige Entwicklung ihrer Wirtschaftsbereiche und Regionen charakterisiert. Im Laufe der wirtschaftlichen Entwicklung haben sich somit in den Wirtschaftssektoren und/oder -regionen des Landes ein moderner und ein traditioneller bzw. wirtschaftlich rückständiger Bereich herausgebildet. Die Auseinanderentwicklung der beiden Wirtschaftsbereiche wird zusätzlich verstärkt, weil sie weitgehend unverbunden nebeneinander bestehen und sich somit gegenseitig kaum, bzw. nur unzureichend fördern.Die Volkswirtschaft Griechenlands wird durch die ungleichmässige Entwicklung ihrer Wirtschaftsbereiche und Regionen charakterisiert. Im Laufe der wirtschaftlichen Entwicklung haben sich somit in den Wirtschaftssektoren und/oder -regionen des Landes ein moderner und ein traditioneller bzw. wirtschaftlich rückständiger Bereich herausgebildet. Die Auseinanderentwicklung der beiden Wirtschaftsbereiche wird zusätzlich verstärkt, weil sie weitgehend unverbunden nebeneinander bestehen und sich somit gegenseitig kaum, bzw. nur unzureichend fördern. Durch diesen Vorgang kann sich folglich keine integrierte nationale Wirtschaftsstruktur herausbilden. Man spricht in diesem Zusammenhang von dualistischen Raum- und Wirtschaftsstrukturen. In einer Analyse der griechischen Volkswirtschaft unter Berücksichtigung ihrer dualistischen Struktur, werden die einzelnen Erscheinungsformen bzw. Ausprägungen des wirtschaftlichen Dualismus erkennbar. Sie existieren sowohl innerhalb als auch zwischen der einzelnen Sektoren bzw. Regionen des Landes, sie treten allerdings im primären Sektor am deutlichsten hervor. Solche Erscheinungsformen sind der technologische Dualismus, der dualistische Arbeitsmarkt, der gespaltene Geld- und Kapitalmarkt, der finanzielle Dualismus sowie die dualistischen Märkte. Ausgehend von der vorher dargestellten Problemsituation der griechischen Wirtschaft werden in dieser Arbeit Lösungsvorschläge bzw. Massnahmen entwickelt. Die formale Trennung von Massnahmen ist heuristischer Art. Sie ist notwendig, da erst die Aufspaltung der gesamten Dualismusproblematik in Teilabschnitte eine systematische Analyse der verschiedenen Zusammenhänge und Wirkungsmechanismen ermöglicht. In der praktischen Wirtschaftspolitik müssen hingegen diese Teilbereiche insgesamt berücksichtigt werden. Eine Wirtschaftspolitik, die die Überwindung der dualistischen Wirtschaftsstrukturen als Hauptziel hat, muss logischerweise ihr Augenmerk zuerst auf strukturellen Reformen richten. In dieser Arbeit befassen wir uns mit der Reform des griechischen Verwaltungsapparates sowie mit einer notwendigen Boden- und Agrarreform. Zur Überwindung des wirtschaftlichen Dualismus ist ein uneingeschränkter Austausch von Sach- und Dienstleistungen, insbesondere zwischen den traditionellen und den modernen Bereich einer Volkswirtschaft unabdingbar. Wenn das freie Spiel der Marktkräfte schwache Ausbreitungseffekte und starke Kontereffekte in den rückständigen Gebieten hervorruft, dann ist eine organisierende und finanzierende Einwirkung des Staates auf dieses freie Kräftespiel geboten, um der tendenziellen Auseinanderentwicklung der Sektoren und Regionen entgegenzuwirken. Einen wesentlichen Beitrag zu diesem Umstrukturierungsprozess können auch die privaten Unternehmer leisten. Deshalb muss der griechische Staat mit einer Unternehmerförderungspolitik die Voraussetzungen dazu schaffen. Der Erfolg einer Wirtschaftspolitik zur Überwindung des wirtschaftlichen Dualismus hängt auch von der Frage ab, ob und inwieweit der moderne und der traditionelle Bereich einer Volkswirtschaft in ihren Wirtschaftstätigkeiten, aufeinander reagieren. Die wirtschaftliche und regionale Integration der gespaltenen Wirtschaftsstruktur und die Diffusion des technischen Fortschritts in Richtung zum traditionellen Bereich sind grundsätzlich dann möglich, wenn die wirtschaftlichen Aktivitäten beider Bereiche in komplementärer Weise und ohne Diskriminierung des traditionellen Bereichs aufeinander angewiesen sind. Deshalb muss die Wirtschaftspolitik die Diffusion des technischen Fortschritts in Richtung zum traditionellen Wirtschaftsbereich mit entsprechenden Massnahmen fördern und unterstützen. Die Kräfte der Wachstumsimpulse aus dem modernen Bereich einer dualistischen Wirtschaft sind oft zu schwach, um eine Aufwärtsbewegung im rückständigen Bereich effizient zu ermöglichen. Das liegt nicht nur in der regionalen Konzentration der Wachstumsimpulse, sondern vielmehr am Fehlen von geeigneten Organisationen. Ihre zentrale Aufgabe wäre die Wachstumsimpulse aufzufangen und an den rückständigen Wirtschaftsbereich weiter zu vermitteln. Dazu können genossenschaftliche Organisationen im rückständigen Wirtschaftsbereich Abhilfe schaffen. Die Förderung von Genossenschaften muss deshalb ein fundamentaler Bestandteil der Wirtschaftspolitik Griechenlands sein. Wesentliche Inhalte einer Förderungspolitik für den Genossenschaftssektor sind ausser den direkten finanziellen Hilfeleistungen an die Genossenschaften, der Auf- und Ausbau der Marktinfrastruktur im rückständigen Wirtschaftsbereich, die Förderung des genossenschaftlichen Integrationsprozesses, die Festlegung von genossenschaftlichen Organisationsprinzipien sowie die Förderung einer modernen genossenschaftlichen Organisationsbürokratie. Die Überwindung des wirtschaftlichen Dualismus in Griechenland kann nur in einem langfristigen Umstrukturierungsprozess erfolgen. Dazu sind seitens der Wirtschaftspolitik rahmensetzende Richtlinien und Massnahmen erforderlich. Jede wirtschaftliche Unterstützung vom Ausland bzw. von der europäischen Union für die griechische Wirtschaft wird kaum einem sichtbaren Erfolg haben, solange die wirtschaftlichen Strukturen des Landes in einem Desintegrationsprozess beharren. Eine gesunde Wirtschaftspolitik kann und muss nur von den endogenen Kräften getragen werden. Die Hilfe von aussen bzw. von der Europäischen Union kann diese Kräfte ergänzen und verstärken, und das auch nur dann, wenn man es versteht, von ihr kritisch und strategisch Gebrauch zu machen.show moreshow less
  • The national economy of Greece is characterised by the non-uniform development of its economic domains and areas. Thus, a modern and a traditional, respectively economically backward, area in the economic sectors and regions of the country have been developed in the course of the economical development. The divergent development of both economic areas is additionally increased, because of the extensively unconnected coexhistence. Therefore, they hardly or unsufficiantly encourage one another. Due to this process, no integrated national economicThe national economy of Greece is characterised by the non-uniform development of its economic domains and areas. Thus, a modern and a traditional, respectively economically backward, area in the economic sectors and regions of the country have been developed in the course of the economical development. The divergent development of both economic areas is additionally increased, because of the extensively unconnected coexhistence. Therefore, they hardly or unsufficiantly encourage one another. Due to this process, no integrated national economic structure can be emerged. In this context, the term dualtistic areal- and economic structures is used. In an analysis of the greek national economy under consideration of its dualistic structure, the single forms of appearance and characteristics of the economical dualism are recognisable. They exist within, as well as between the different sectors and regions of the country. However, they abound most obviously in the primary sector. Such forms of appearance are the technical dualism, the dualistic job market, the split financial- and capital market, as well as the dualistic markets. Starting from the previous problematic situation of the greek ecomomy, solutions and measures will be proposed in this dissertation. The formal segregation of measures is heuristically. It is necessary, because only the dispartment of the total dualism problem in segments enables a systematic analysis of the different coherences and economical mechanism. In the applied economic policy however, these segments have to be considered collective. An economic policy, which main aim is to overcome the dualistic economic structures, therefore, has to put its attention at first on structural reforms. In this dissertation we deal with the reform of the greek administrative machinery, as well as with the necessary land- and agricultural reform. To overcome the economical dualism, an unrestricted exchange of services and in-kind transfers is - particularly between the traditional and the modern national economy - indispensable. When the frank act of the market forces provokes weak progressive effects and strong counteractions in the backward areas, an organisational and financial impact of the State on this frank force act is necessary, in order to thwart the tendency of divergent development of the sections and regions. The private enterprises could also make an essential contribution to this restructuring process. Hence, the greek State must lay the foundations with an enterprise encouragement policy. The succes of an economic policy for the overcome of the economic dualism also depends on the question, whether and how far the modern and traditional areas of a national economy react in its economic activity on eachother. The economical and regional integration of the split economic structure and the diffusion of the technical progress in the direction of the tradional area are only possible if the ecomomical activity of both areas depend on eachother in a complementary manner and without any discrimination of the traditional area. Thus, the economy policy must develop and support the diffusion of the technical progress in direction of the traditional area with appropriate measures. The forces of the growth impulses from the modern area of a dualistic economy are often too weak to enable an upward movement in the backward area efficiently. This is not only because of the regional concentration of the growth impulses, but rather because of the absence of appropriate organisations. Its main task shoul be to detect the growth impulses and to impart them to the backward economical area. Here, cooperative organisations could help the backward economical area. The encouragement of cooperatives should therefore be a fundamental part of the greek economy policy. Essential matters of an encouragement policy for the cooperative sector - apart from the direct finacial help to the cooperatives - are the set-up and development of market infrastructures in the backward economical area, the encouragement of cooperative integrationsprocesses, the regulation of cooperative organisational principles, as well as the encouragement of a modern cooperative organisational bureaucracy. The overcome of economical dualism in Greece can only occur in a long-term restructure process. Herefore, restricted regulations and measures are required on the part of the economic policy. Every economical support from abroad or from the European Union will hardly have a visible result, as long as the economical structure of Greece perseveres in a disintegrational process. A sound policy can, and must, only be borne by endogenous forces. External help, respectively from the European Union, can supllement and reinforce these forces, if it is realised, that one has to make use of it in a critical and strategical way.show moreshow less
