We propose that false beliefs about own current economic status are an important factor for explaining populist attitudes. Eliciting subjects’ receptiveness to rightwing populism and their perceived relative income positions in a representative survey of German households, we find that people with pessimistic beliefs about their income position are more attuned to populist statements. Key to understanding the misperception-populism relationship are strong gender differences in the mechanism: men are much more likely to channel their discontent into affection for populist ideas. A simple information provision does neither sustainably reduce misperception nor curb populism.
Utilizing multiple access technologies such as 5G, 4G, and Wi-Fi within a coherent framework is currently standardized by 3GPP within 5G ATSSS. Indeed, distributing packets over multiple networks can lead to increased robustness, resiliency and capacity. A key part of such a framework is the multi-access proxy, which transparently distributes packets over multiple paths. As the proxy needs to serve thousands of customers, scalability and performance are crucial for operator deployments. In this paper, we leverage recent advancements in data plane programming, implement a multi-access proxy based on the MP-DCCP tunneling approach in P4 and hardware accelerate it by deploying the pipeline on a smartNIC. This is challenging due to the complex scheduling and congestion control operations involved. We present our pipeline and data structures design for congestion control and packet scheduling state management. Initial measurements in our testbed show that packet latency is in the range of 25 μs demonstrating the feasibility of our approach.
The DFG project “SDN-enabled Application-aware Network Control Architectures and their Performance Assessment” (DFG SDN-App) focused in phase 1 (Jan 2017 – Dec 2019) on software defined networking (SDN). Being a fundamental paradigm shift, SDN enables a remote control of networking devices made by different vendors from a logically centralized controller. In principle, this enables a more dynamic and flexible management of network resources compared to the traditional legacy networks. Phase 1 focused on multimedia applications and their users’ Quality of Experience (QoE).
This documents reports the achievements of the first phase (Jan 2017 – Dec 2019), which is jointly carried out by the Technical University of Munich, Technical University of Berlin, and University of Würzburg. The project started at the institutions in Munich and Würzburg in January 2017 and lasted until December 2019.
In Phase 1, the project targeted the development of fundamental control mechanisms for network-aware application control and application-aware network control in Software Defined Networks (SDN) so to enhance the user perceived quality (QoE). The idea is to leverage the QoE from multiple applications as control input parameter for application-and network control mechanisms. These mechanisms are implemented by an Application Control Plane (ACP) and a Network Control Plane (NCP). In order to obtain a global view of the current system state, applications and network parameters are monitored and communicated to the respective control plane interface. Network and application information and their demands are exchanged between the control planes so to derive appropriate control actions. To this end, a methodology is developed to assess the application performance and in particular the QoE. This requires an appropriate QoE modeling of the applications considered in the project as well as metrics like QoE fairness to be utilized within QoE management.
In summary, the application-network interaction can improve the QoE for multi-application scenarios. This is ensured by utilizing information from the application layer, which are mapped by appropriate QoS-QoE models to QoE within a network control plane. On the other hand, network information is monitored and communicated to the application control plane. Network and application information and their demands are exchanged between the control planes so to derive appropriate control actions.
The necessary adjustments to prominent measures of the neutral rate of interest following the COVID pandemic sparked a wide-ranging debate on the measurement and usefulness of r-star. Due to high uncertainty about relevant determinants, trend patterns and the correct estimation method, we propose in this paper a simple alternative approach derived from a standard macro model. Starting from a loss function, neutral periods can be determined in which a neutral real interest rate is observable. Using these values, a medium-term trend for a neutral interest rate can be determined. An application to the USA shows that our simple calculation of a neutral interest rate delivers comparable results to existing studies. A Taylor rule based on our neutral interest rate also does a fairly good job of explaining US monetary policy over the past 60 years.
Expanding on a general equilibrium model of offshoring, we analyze the effects of a unilateral emissions tax increase on the environment, income, and inequality. Heterogeneous firms allocate labor across production tasks and emissions abatement, while only the most productive can benefit from lower labor and/or emissions costs abroad and offshore. We find a non-monotonic effect on global emissions, which decline if the initial difference in emissions taxes is small. For a sufficiently large difference, global emissions rise, implying emissions leakage of more than 100%. The underlying driver is a global technique effect: While the emissions intensity of incumbent non-offshoring firms declines, the cleanest firms start offshoring. Moreover, offshoring firms become dirtier, induced by a reduction in the foreign effective emissions tax in general equilibrium. Implementing a BCA prevents emissions leakage, reduces income inequality in the reforming country, but raises inequality across countries.
The Vacaciones en Paz programme (VeP) started in 1979 shortly after Morocco illegally occupied Western Sahara, which since 1975 has been a disputed territory pending a referendum for self-determination. The programme consists of Sahrawi children being hosted during summer by Spanish families who try to raise awareness for the Sahrawi cause and temporarily alleviate the children’s living conditions. Meanwhile, approximately 170,000 Sahrawi refugees live in camps near Tindouf (Algeria) heavily dependent on humanitarian aid for their survival.
This study aimed to determine the impact of the VeP programme on the promotion of children’s rights based on the perspective of Sahrawi children. Research has shown that it serves as a temporary platform to implement some of those rights. This qualitative study is based on a literature review of the principles of the VeP programme, alongside a thematic analysis of the field data provided by Sahrawi children and teenagers. Analysis of the VeP programme demonstrated that the Convention of the Rights of the Child is not mentioned in its discourse. Notwithstanding, the results indicate an impact on the promotion of Sahrawi children’s rights. On this basis, it is recommended to implement a children’s rights-based discourse within the principles of the VeP programme, since the theoretical knowledge of their rights may be a key factor for strategic empowerment of Sahrawi children and teenagers in their representation of the Sahrawi cause.
Um zu beweisen, daß Senecas Tragödien nicht aufführbar seien, hat Kugelmeier auf ihre zahlreichen Unstimmigkeiten und Widersprüche hingewiesen. Zum Beispiel begehe Phaedra Selbstmord über dem Leichnam des Hippolytus, als dieser noch gar nicht vorhanden ist. Für Kugelmeier werden diese Unstimmigkeiten allerdings, wenn der Text nur vorgelesen wird, infolge der „inneren Vergegenwärtigung“ nicht ernsthaft wahrgenommen. Die vorliegende Arbeit möchte genau das Gegenteil zeigen: Berücksichtigung dessen, was auf einer Bühne dargestellt werden kann und eindringliches Studium von Senecas Texten erweisen, daß die Tragödien aufführbar sind und nach Absicht Senecas auch für Aufführungen konzipiert wurden. In einer wohldurchdachten Aufführung verschwinden die von Kugelmeier behaupteten Schwierigkeiten.
Utilizing multiple access networks such as 5G, 4G, and Wi-Fi simultaneously can lead to increased robustness, resiliency, and capacity for mobile users. However, transparently implementing packet distribution over multiple paths within the core of the network faces multiple challenges including scalability to a large number of customers, low latency, and high-capacity packet processing requirements. In this paper, we offload congestion-aware multipath packet scheduling to a smartNIC. However, such hardware acceleration faces multiple challenges due to programming language and platform limitations. We implement different multipath schedulers in P4 with different complexity in order to cope with dynamically changing path capacities. Using testbed measurements, we show that our CMon scheduler, which monitors path congestion in the data plane and dynamically adjusts scheduling weights for the different paths based on path state information, can process more than 3.5 Mpps packets 25 μs latency.
WUEMoCA — научный инструмент веб-кар¬тографирования для мониторинга эф¬фек¬тивности земле- и водопользования на территориях орошаемого земледелия стран трансграничного бассейна Араль¬ского моря (Казахстана, Кыргызстана, Таджикистана, Туркменистана, Узбеки¬стана и Афганистана). Путём интеграции спутниковых данных по землепользованию, растениеводству и потреблению воды с гидрологическими и экономическими данными создаётся целый набор показателей. Инструмент полезен для выработки масштабных решений в вопросах распределения воды и землепользования, а также может применяться во многих практических сферах, в которых требуются независимые данные о конкретных обширных территориях.
WUEMoCA is an operational scientific webmapping tool for the regional monitoring of land and water use efficiency in the irrigated croplands of the transboundary Aral Sea Basin that is shared by Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, and Afghanistan. Satellite data on land use, crop pro-duction and water consumption is integrated with hydrological and economic information to provide of a set indicators. The tool is useful for large-scale decisions on water distribution or land use, and may be seen as demonstrator for numerous applications in practice, that require independent area-wide spatial information.
We explore a cosmology where the Big Bang singularity is replaced by a condensation event of interacting strings. We study the transition from an uncontrolled, chaotic soup (“before”) to a clearly interacting “real world”. Cosmological inflation scenarios do not fit current observations and are avoided. Instead, long-range interactions inside this crystallization event limit growth and crystal symmetries ensure the same laws of nature and basic symmetries over our domain. Tiny mis-arrangements present nuclei of superclusters and galaxies and crystal structure leads to the arrangement of dark (halo regions) and normal matter (galaxy nuclei) so convenient for galaxy formation. Crystals come and go, allowing an evolutionary cosmology where entropic forces from the quantum soup “outside” of the crystal try to dissolve it. These would correspond to dark energy and leads to a big rip scenario in 70 Gy. Preference of crystals with optimal growth and most condensation nuclei for the next generation of crystals may select for multiple self-organizing processes within the crystal, explaining “fine-tuning” of the local “laws of nature” (the symmetry relations formed within the crystal, its “unit cell”) to be particular favorable for self-organizing processes including life or even conscious observers in our universe.
Independent of cosmology, a crystallization event may explain quantum-decoherence in general: The fact, that in our macroscopic everyday world we only see one reality. This contrasts strongly with the quantum world where you have coherence, a superposition of all quantum states. We suggest that a “real world” (so our everyday macroscopic world) happens only in our domain, i.e. inside a crystal. “Outside” of our domain and our observable universe there is the quantum soup of boiling quantum foam and superposition of all possibilities. In our crystallized world the vacuum no longer boils but is cooled down by the crystallization event and hence is 10**20 smaller, exactly as observed in our everyday world. As we live in a “solid” state, within a crystal, the different quanta which build our world have all their different states nicely separated. This theory postulates there are only n quanta and m states available for them (there is no Everett-like ever splitting multiverse after each decision). In the solid state we live in, there is decoherence, the states are nicely separated. The arrow of entropy for each edge of the crystal forms one fate, one worldline or clear development of a world, while the layers of the crystal are different system states.
Some mathematical leads from loop quantum gravity point to required interactions and potentials. A complete mathematical treatment of this unified theory is far too demanding currently. Interaction potentials for strings or membranes of any dimension allow a solid state of quanta, so allowing decoherence in our observed world are challenging to calculate. However, if we introduce here the heuristic that any type of physical interaction of strings corresponds just to a type of calculation, there is already since 1898 the Hurwitz theorem showing that then only 1D, 2D, 4D and 8D (octonions) allow complex or hypercomplex number calculations. No other hypercomplex numbers and hence dimensions or symmetries are possible to allow calculations without yielding divisions by zero. However, the richest solution allowed by the Hurwitz theorem, octonions, is actually the observed symmetry of our universe, E8.
Die Bedeutung der sozialen Bewegung Fridays for Future (FFF) ist auch nach der Covid-19-Pandemie hoch, was sich daran zeigt, dass am 23.09.2022 weltweit zahlreiche Demonstrierende beim globalen Klimastreik für Klimagerechtigkeit auf die Straße gingen. Aus dem großen Zuspruch für die Bewegung ergibt sich zum einen die Frage, was die Klimabewegung unter Gerechtigkeit versteht und zum anderen die Frage, wie sie diese politisch umsetzen möchte. Für die Untersuchung wird ein Ländervergleich zwischen den FFF-Gruppen Deutschland, Österreich, Italien und Ungarn vorgenommen. Die Autor:innen des Forschungsbeitrags führten mithilfe von Interviews mit Aktivist:innen, Analysen der Websites und des relevantesten Social Media-Kanals Fallanalysen durch. Die Forschungsarbeit kommt dabei zum Ergebnis, dass die Gerechtigkeitsvorstellungen der Gruppen nahezu übereinstimmen. Hinsichtlich der Umsetzungsperspektiven ergeben sich viele Gemeinsamkeiten bei der Netzwerkbildung und dem Agenda Setting der nationalen FFF-Gruppen. Während die konkreten Forderungen der Aktivist:innen an verschiedene Akteur:innen divergieren, ist allen vier untersuchten FFF-Gruppen gemein, dass die Politik der zentrale Adressat der Forderungen ist.
This paper gives an overview of our recent activities in the field of satellite communication networks, including an introduction to geostationary satellite systems and Low Earth Orbit megaconstellations. To mitigate the high latencies of geostationary satellite networks, TCP-splitting Performance Enhancing Proxies are deployed. However, these cannot be applied in the case of encrypted transport headers as it is the case for VPNs or QUIC. We summarize performance evaluation results from multiple measurement campaigns. In a recently concluded project, multipath communication was used to combine the advantages of very heterogeneous communication paths: low data rate, low latency (e.g., DSL light) and high data rate, high latency (e.g., geostationary satellite).
Service orchestration requires enormous attention and is a struggle nowadays. Of course, virtualization provides a base level of abstraction for services to be deployable on a lot of infrastructures. With container virtualization, the trend to migrate applications to a micro-services level in order to be executable in Fog and Edge Computing environments increases manageability and maintenance efforts rapidly. Similarly, network virtualization adds effort to calibrate IP flows for Software-Defined Networks and eventually route it by means of Network Function Virtualization. Nevertheless, there are concepts like MAPE-K to support micro-service distribution in next-generation cloud and network environments. We want to explore, how a service distribution can be improved by adopting machine learning concepts for infrastructure or service changes. Therefore, we show how federated machine learning is integrated into a cloud-to-fog-continuum without burdening single nodes.
Time-to-Live (TTL) caches decouple the occupancy of objects in cache through object-specific validity timers. Stateof- the art techniques provide exact methods for the calculation of object-specific hit probabilities given entire cache hierarchies with random inter-cache network delays. The system hit probability is a provider-centric metric as it relates to the origin offload, i.e., the decrease in the number of requests that are served by the content origin server. In this paper we consider a user-centric metric, i.e., the response time, which is shown to be structurally different from the system hit probability. Equipped with the state-of-theart exact modeling technique using Markov-arrival processes we derive expressions for the expected object response time and pave a way for its optimization under network delays.
Der Begriff „Regelungsgegenstand“ meint ein gemeinschaftliches Problem, das entweder durch die Zentralmacht reguliert oder durch einen lokalen Akteur geregelt wird. Das vorliegende Papier bietet eine knappe Einführung in eine besonders konfliktträchtige, relative Subkategorie, die sogenannten „kritischen“ Regelungsgegenstände. Das Attribut „kritisch“ verweist dabei auf die Qualität der Konsequenzen, welche die Dysfunktionalität des Regelungssystems des Regelungsgegenstands nach sich ziehen kann.
Nach einer kurzen Vorstellung des Konzepts werden unter Bezugnahme auf die eingangs formulierten Charakteristika am Beispiel der antiken Metropole Antiocheia am Orontes je zwei Beispiele aus den Regelungsbereichen „Materielle Grundlagen“ (Lebensmittelversorgung; Wasserversorgung) und „Soziokulturelle Grundlagen“ (Pferderennen; Episkopat) identifiziert.
Zur Identifizierung kritischer Regelungsgegenstände eignen sich insbesondere zwei Anhaltspunkte:
1) Lokale Konflikte, die sich in öffentlichen Unmutsbekundungen, Gewaltausbrüchen oder restaurativen Interventionen der Zentralmacht manifestieren können;
2) Euergetische Handlungen, die auf das Generieren von sozialem Kapital abzielen, konzentrieren sich auf besonders wichtige oder populäre Regelungsgenstände.
Der Ausblick enthält ein Resümee und verweist auf transepochale und transdisziplinäre Übertragungsmöglichkeiten.
Nach Jahren fortschreitender europäischer Integration, geprägt vom permissive consensus, rückt – durch den Aufstieg rechtspopulistischer Parteien – die Ablehnung gegenüber der Europäischen Union in den Fokus wissenschaftlicher Debatten. Während überwiegend von Euro- oder Europaskeptizismus die Rede ist, fasst dieser Beitrag die Ablehnung gegenüber dem europäischen Integrationsprojekt unter dem präziseren Begriff des EU-Skeptizismus zusammen. In diesem spiegeln sich die drei Kernelemente des Rechtspopulismus wider: Populismus, Nativismus und Autoritarismus. Mittels einer Diskursanalyse werden in der vorliegenden Arbeit die Ausprägungen des EU-Skeptizismus des Front National (FN, Frankreich), der Freiheitlichen Partei Österreichs (FPÖ) und der Partij voor de Vrijheid (PVV, Niederlande) im Zeitraum von 2010 bis Beginn 2018 untersucht. Für die Einordnung und Vergleichbarkeit des EU-Skeptizismus der rechtspopulistischen Parteien wurde ein Kriterienkatalog erarbeitet, der auf die Untersuchung weiterer Parteien übertragbar ist. Die Ergebnisse zeigen, dass der EU-Skeptizismus nicht nur ideologisch, sondern auch strategisch motiviert ist. Die Aussicht auf Regierungsverantwortung beziehungsweise die faktische Regierungsbeteiligung schwächt den bestehenden EU-Skeptizismus ab. Während letzteres auf die FPÖ zutrifft, zeichnen sich PVV und FN durch einen konstant harten EU-Skeptizismus (in Anlehnung an die Unterscheidung der Kategorien hard und soft von Taggart u. Szczerbiak 2008) aus. Wenngleich sich der harte EUSkeptizismus rechter Parteien durch die komplizierten Brexitverhandlungen abschwächen könnte, wird weicher EU-Skeptizismus über den geplanten Austritt des Vereinigten Königreichs hinaus Bestand haben.
Does Gender Matter for the Entrepreneurship Fairy Tale? An Analysis of Chinese Unicorn Start-ups

Start-up ecosystems around the world have created a large number of successful and innovative unicorn companies in recent years. Our research note focuses on the case of China and offers a global comparative perspective on the current status of Chinese unicorn start-ups and their founding structure. We identify a predominantly male unicorn founding structure and illustrate a worrying decline of female entrepreneurship in China.
Bei vorliegendem Dokument handelt es sich um ein im Auftrag des Ministeriums für Schule in Nordrhein-Westfalen erstelltes Gutachten das die Schülerschaft im Förderschwerpunkt Geistige Entwicklung in den Blick nimmt.
Die Notwendigkeit eines solchen Gutachtens ergibt sich aus gesellschafts- und bildungspolitisch veränderten Ausgangsbedingungen einer beruflichen Bildung und Vorbereitung auf Arbeit und Beruf für junge Menschen mit Geistiger Behinderung. Während diese früher in einer Förderschule mit dem Schwerpunkt Geistige Entwicklung auf das Leben nach der Schule vorbereitet wurden und dann in der Regel in eine Werkstatt für behinderte Menschen (WfbM) wechselten, sind heute auch andere Optionen möglich. Nach dem Besuch einer Förderschule oder alternativ einer integrativen bzw. inklusiven Beschulung an einer allgemeinen Schule werden zunehmend und immer mehr Schüler zum Beispiel über das Konzept der „Unterstützten Beschäftigung“ und mit Unterstützung von Integrationsfachdiensten auf eine Tätigkeit auf dem allgemeinen Arbeitsmarkt außerhalb der WfbM vorbereitet. Einem Teil dieser so unterstützten Schüler gelingt so die Teilhabe am Arbeitsleben in einem sozialversicherungspflichtigen Beschäftigungsverhältnis.
Darüber hinaus wird die Notwendigkeit erkannt, im Rahmen berufsvorbereitender Bildungsmaßnahmen und behindertenspezifischer Ausbildungsregelungen auch diese Schüler grundlegend beruflich zu bilden und zu qualifizieren, so dass eine Beschäftigung auf dem allgemeinen Arbeitsmarkt zumindest zeitweise möglich wird.
Seit den 60-er Jahren beherbergt das Schloss Ditterswind im Landkreis Haßberge erwachsene Menschen mit mehrfachen und schweren Behinderungen und einem hohen Hilfebedarf. Neben den Wohneinheiten für ca. 70 Personen (8 Wohngruppen) stehen auf dem Gelände auch beschäftigungsbezogene Angebote zur Verfügung (Arbeitsvorbereitung, Tagesförderstätte, Seniorentagesstätte). Vor dem Hintergrund der Forderungen der UN-Konvention (2011, Art. 19) und des Paradigmenwechsels in der Behindertenhilfe (vgl. Theunissen 2006) soll die Komplexeinrichtung im Rahmen eines Regionalisierungsprozesses der Rummelsberger Dienste für Menschen mit Behinderung gGmbH bis 2015 in kleinere, gemeindenahe Wohneinheiten u.a. in Zeil am Main und Ebelsbach überführt werden. Die Vorbereitungsphase dieses Prozesses wurde durch die Universität Würzburg wissenschaftlich begleitet.
Der vorliegende Bericht fasst die Untersuchungen und Ergebnisse einer von den Rummelsberger Diensten für Menschen mit Behinderung RDB gGmbH in Auftrag gegebenen und von der "Aktion Mensch" finanzierten Forschung zusammen, mit dem Auftrag einer wissenschaftliche Begleitung des Projekts: „Dezentralisierung und Konversion“ der Komplexeinrichtung Schloss Ditterswind.
