WUEMoCA — научный инструмент веб-кар¬тографирования для мониторинга эф¬фек¬тивности земле- и водопользования на территориях орошаемого земледелия стран трансграничного бассейна Араль¬ского моря (Казахстана, Кыргызстана, Таджикистана, Туркменистана, Узбеки¬стана и Афганистана). Путём интеграции спутниковых данных по землепользованию, растениеводству и потреблению воды с гидрологическими и экономическими данными создаётся целый набор показателей. Инструмент полезен для выработки масштабных решений в вопросах распределения воды и землепользования, а также может применяться во многих практических сферах, в которых требуются независимые данные о конкретных обширных территориях.
Zum Zusammenhang von Staatlichkeit und lokalen Selbstregelungen: Einige theoretische Überlegungen

Dieses Working Paper widmet sich dem Zusammenhang von Staatlichkeit und lokalen Selbstregelungen. Mittels eines deduktiven Zugangs werden verschiedene theoretische Szenarien dieses Zusammenhangs durchgespielt. Hierbei handelt es sich neben den generellen Zusammenhängen der beiden Regelungsformen um den Umfang der Regelungen, die Beziehungsformen zwischen den Regelungsvarianten, den Voraussetzungen zur Implementierung von Regelungen sowie der Verknüpfung der Regelungsformen mit dem Konzept der Staatlichkeit.
Die Studie erweitert das Forschungsfeld um drei wesentliche Erkenntnisse: Erstens, dass es neben dem postulierten negativen Zusammenhang von staatlichen Regulierungen und lokalen Selbstregelungen noch weitere hypothetisch anzunehmende Zusammenhänge geben kann. Zweitens, dass neben staatlicher Regulierung und lokalen Selbstregelungen auch regelungsfreie Regelungsbedarfe existieren und stärker in den Blick genommen werden sollten. Drittens, dass der Grad der Staatlichkeit unabhängig vom Ausmaß staatlicher Regulierung betrachtet werden sollte.
WUEMoCA is an operational scientific webmapping tool for the regional monitoring of land and water use efficiency in the irrigated croplands of the transboundary Aral Sea Basin that is shared by Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, and Afghanistan. Satellite data on land use, crop pro-duction and water consumption is integrated with hydrological and economic information to provide of a set indicators. The tool is useful for large-scale decisions on water distribution or land use, and may be seen as demonstrator for numerous applications in practice, that require independent area-wide spatial information.
White Paper on Crowdsourced Network and QoE Measurements – Definitions, Use Cases and Challenges

The goal of the white paper at hand is as follows. The definitions of the terms build a framework for discussions around the hype topic ‘crowdsourcing’. This serves as a basis for differentiation and a consistent view from different perspectives on crowdsourced network measurements, with the goal to provide a commonly accepted definition in the community. The focus is on the context of mobile and fixed network operators, but also on measurements of different layers (network, application, user layer). In addition, the white paper shows the value of crowdsourcing for selected use cases, e.g., to improve QoE or regulatory issues. Finally, the major challenges and issues for researchers and practitioners are highlighted.
This white paper is the outcome of the Würzburg seminar on “Crowdsourced Network and QoE Measurements” which took place from 25-26 September 2019 in Würzburg, Germany. International experts were invited from industry and academia. They are well known in their communities, having different backgrounds in crowdsourcing, mobile networks, network measurements, network performance, Quality of Service (QoS), and Quality of Experience (QoE). The discussions in the seminar focused on how crowdsourcing will support vendors, operators, and regulators to determine the Quality of Experience in new 5G networks that enable various new applications and network architectures. As a result of the discussions, the need for a white paper manifested, with the goal of providing a scientific discussion of the terms “crowdsourced network measurements” and “crowdsourced QoE measurements”, describing relevant use cases for such crowdsourced data, and its underlying challenges. During the seminar, those main topics were identified, intensively discussed in break-out groups, and brought back into the plenum several times. The outcome of the seminar is this white paper at hand which is – to our knowledge – the first one covering the topic of crowdsourced network and QoE measurements.
In network research, reproducibility of experiments is not always easy to achieve. Infrastructures are cumbersome to set up or are not available due to vendor-specific devices. Emulators try to overcome those issues to a given extent and are available in different service models. Unfortunately, the usability of emulators requires time-consuming efforts and a deep understanding of their functionality. At first, we analyze to which extent currently available open-source emulators support network configurations and how user-friendly they are. With these insights, we describe, how an ease-to-use emulator is implemented and may run as a Network Emulator as a Service (NEaaS). Therefore, virtualization plays a major role in order to deploy a NEaaS based on Kathará.
Tactile Internet aims at allowing perceived real-time interactions between humans and machines. This requires satisfying a stringent latency requirement of haptic data streams whose data rates vary drastically as the results of perceptual codecs. This introduces a complex problem for the underlying network infrastructure to fulfill the pre-defined level of Quality of Service (QoS). However, novel networking hardware with data plane programming capability allows processing packets differently and opens up a new opportunity. For example, a dynamic and network-aware resource management strategy can help satisfy the QoS requirements of different priority flows without wasting precious bandwidth. This paper introduces virtual queues for service differentiation between different types of traffic streams, leveraging protocol independent switch architecture (PISA). We propose coordinating the management of all the queues and dynamically adapting their sizes to minimize packet loss and delay due to network congestion and ensure QoS compliance.
Lightning has fascinated humanity since the beginning of our existence. Different types of lightning like sprites and blue jets were discovered, and many more are theorized. However, it is very likely that these phenomena are not exclusive to our home planet. Venus’s dense and active atmosphere is a place where lightning is to be expected. Missions like Venera, Pioneer, and Galileo have carried instruments to measure electromagnetic activity. These measurements have indeed delivered results. However, these results are not clear. They could be explained by other effects like cosmic rays, plasma noise, or spacecraft noise. Furthermore, these lightning seem different from those we know from our home planet. In order to tackle these issues, a different approach to measurement is proposed. When multiple devices in different spacecraft or locations can measure the same atmospheric discharge, most other explanations become increasingly less likely. Thus, the suggested instrument and method of VELEX incorporates multiple spacecraft. With this approach, the question about the existence of lightning on Venus could be settled.
This paper presents a prototypical implementation of the In-band Network Telemetry (INT) specification in P4 and demonstrates a use case, where a Tofino Switch is used to measure device and network performance in a lab setting. This work is based on research activities in the area of P4 data plane programming conducted at the network lab of HTW Berlin.
Expanding on a general equilibrium model of offshoring, we analyze the effects of a unilateral emissions tax increase on the environment, income, and inequality. Heterogeneous firms allocate labor across production tasks and emissions abatement, while only the most productive can benefit from lower labor and/or emissions costs abroad and offshore. We find a non-monotonic effect on global emissions, which decline if the initial difference in emissions taxes is small. For a sufficiently large difference, global emissions rise, implying emissions leakage of more than 100%. The underlying driver is a global technique effect: While the emissions intensity of incumbent non-offshoring firms declines, the cleanest firms start offshoring. Moreover, offshoring firms become dirtier, induced by a reduction in the foreign effective emissions tax in general equilibrium. Implementing a BCA prevents emissions leakage, reduces income inequality in the reforming country, but raises inequality across countries.
Understanding the Performance of Different Packet Reception and Timestamping Methods in Linux

This document briefly presents some renowned packet reception techniques for network packets in Linux systems. Further, it compares their performance when measuring packet timestamps with respect to throughput and accuracy. Both software and hardware timestamps are compared, and various parameters are examined, including frame size, link speed, network interface card, and CPU load. The results indicate that hardware timestamping offers significantly better accuracy with no downsides, and that packet reception techniques that avoid system calls offer superior measurement throughput.
Tugendethische Perspektiven

Der tugendethische Entwurf der nikomachischen Ethik des Aristoteles ist bis heute von außerordentlicher Bedeutung. Die dort ausgeführte Charakterisierung der Tugenden als ethische Grundhaltungen ermöglicht eine differenzierte Betrachtung des menschlichen Handelns. Dem gegenüber lässt sich an der Wende vom elften zum zwölften Jahrhundert in den Werken Bernhard von Clairvauxs´ ebenfalls ein tugendethisches Lebenskonzept erkennen. Auch Bernhard versucht zu eruieren, wie der Mensch seine eigene Mitte findet und so zum verantwortlichen Handeln befähigt ist. Dabei nimmt er jedoch den Menschen explizit als Geschöpf Gottes in den Blick. Für die systematische Theologie eröffnet sich gerade in der Zusammenschau des aristotelischen Entwurfs mit der anthropologischen Analyse Bernhards eine weiterführende Perspektive. Dieser Beitrag skizziert daher die beiden tugendethischen Ansätze und gibt einen ersten weiterführenden Ausblick für die theologische Anthropologie.
The Fifth Generation (5G) communication technology, its infrastructure and architecture, though already deployed in campus and small scale networks, is still undergoing continuous changes and research. Especially, in the light of future large scale deployments and industrial use cases, a detailed analysis of the performance and utilization with regard to latency and service times constraints is crucial. To this end, a fine granular investigation of the Network Function (NF) based core system and the duration for all the tasks performed by these services is necessary. This work presents the first steps towards analyzing the signaling traffic in 5G core networks, and introduces a tool to automatically extract sequence diagrams and service times for NF tasks from traffic traces.
In this paper, we work to understand the global IPX network from the perspective of an MVNO. In order to do this, we provide a brief description of the global architecture of mobile carriers. We provide initial results with respect to mapping the vast and complex interconnection network enabling global roaming from the point of view of a single MVNO. Finally, we provide preliminary results regarding the quality of service observed under global roaming conditions.
Future mobile communication networks, such as 5G and beyond, can benefit from Virtualized Network Functions (VNFs) when deployed on cloud infrastructures to achieve elasticity and scalability. However, new challenges arise as to managing states of Network Functions (NFs). Especially control plane VNFs, which are mainly found in cellular core networks like the 5G Core (5GC), received little attention since the shift towards virtualizing NFs. Most existing solutions for these core networks are often complex, intrusive, and are seldom compliant with the standard. With the emergence of 5G campus networks, UEs will be mainly machine-type devices. These devices communicate more deterministically, bringing new opportunities for elaborated state management. This work presents an emulation environment to perform rigorous measurements on state access patterns. The emulation comes with a fully parameterized Markov model for the UE to examine a wide variety of different devices. These measurements can then be used as a solid base for designing an efficient, simple, and standard conform state management solution that brings us further towards stateless core networks.
The refugee crisis has developed as one of the major challenges for EU governance in recent years. From 2013 onwards, the crisis determined the political agenda and public discourse within European politics. During that time, the numbers of asylum seekers reaching Europe increased dramatically, with more than one million people applying for asylum at the crisis peak in 2015. This paper deals with the efforts taken by the EU and its member states to mitigate and overcome the refugee crisis. How exactly has the EU reacted to the refugee crisis and how and to what extend have the EU and its governance changed throughout the crisis? These research questions are approached through a reconstructive analysis of the whole period of crisis. This approach provides for a comprehensive examination of the refugee crisis that includes all issues, measures and processes of the EU’s policy reaction at the same time.
It will be argued that due to severe shortcomings of the Dublin regulation and the Common European Asylum System, a crisis in the EU’s refugee policy was already predestined. This was the case from 2013 onwards. The EU approached the crisis in three stages – neglect and non-solidarity leading to unilateral approaches by affected states, supranational short-term emergency measures during the peak of crisis and enhanced cooperation with third countries, especially with Turkey, the Western Balkans states and African states – until the crisis lost traction in 2017. Yet, the asylum system’s shortcomings are still not eliminated as the lasting measures of the EU’s crisis management between 2013 and 2018 mainly focused on border security and externalisation. EU governance changed towards more intergovernmental, informal and regional action. Further, the crisis led to serious rows between member states, leading to the fragmentation of the EU into two blocs. With decreasing numbers of asylum seeker in the last few years, what remains is an incomplete asylum system and a political crisis among member states.
In recent years, satellite communication has been expanding its field of application in the world of computer networks. This paper aims to provide an overview of how a typical scenario involving 5G Non-Terrestrial Networks (NTNs) for vehicle to everything (V2X) applications is characterized. In particular, a first implementation of a system that integrates them together will be described. Such a framework will later be used to evaluate the performance of applications such as Vehicle Monitoring (VM), Remote Driving (RD), Voice Over IP (VoIP), and others. Different configuration scenarios such as Low Earth Orbit and Geostationary Orbit will be considered.
Exploring and explaining diversity and patterns of stateness is crucial for understanding causes of efficiency, duration, or the collapse of a state. The new Stateness Index (StIx) contributes to the conceptual and analytical debate on stateness and state fragility. StIx is a tool for measuring stateness and state quality since 1950 that includes country-ranking through aggregated and disaggregated data to advance performance comparison and policy analysis. This article first sums up the main theoretical aspects, followed by descriptive results.
In recent years, cloud gaming has become a popular research topic and has claimed many benefits in the commercial domain over conventional gaming. While, cloud gaming platforms have frequently failed in the past, they have received a new impetus over the last years that brought it to the edge of commercial breakthrough. The fragility of the cloud gaming market may be caused by the high investment costs, offered pricing models or competition from existing "à la carte" platforms. This paper aims at investigating the costs and benefits of both platform types through a twofold approach. We first take on the perspective of the customers, and investigate several cloud gaming platforms and their pricing models in comparison to the costs of other gaming platforms. Then, we explore engagement metrics in order to assess the enjoyment of playing the offered games. Lastly, coming from the perspective of the service providers, we aim to identify challenges in cost-effectively operating a large-scale cloud gaming service while maintaining high QoE values. Our analysis provides initial, yet still comprehensive reasons and models for the prospects of cloud gaming in a highly competitive market.
Das vorliegende Working Paper untersucht die Performancewirkung eines multi-dimensionalen Strategie-Alignments in der Beschaffung. Hierfür wird zunächst ein Systematischer Literatur Review durchgeführt und der Wissenstand im Forschungsfeld erhoben. Die systematische Klassifikation, Analyse, Bewertung und Synthese der identifizierten 29 empirischen Studien erfolgt dabei auf der Grundlage eines konzeptionellen Frameworks und zugehöriger Inhaltskategorien sowie weiterer methodischer Vergleichsgrößen. Die Ergebnisse dieser Untersuchung zeigen nachdrücklich auf, dass eine Abstimmung, Harmonisierung und Verbindung von Beschaffungsstrategien (1) mit den übergeordneten Unternehmenszielen und -strategien, (2) anderen funktionalen Teilbereichen, sowie (3) der Lieferantenbasis (unter Berücksichtigung der kontextbezogenen Anforderungen und Gegebenheiten) zu signifikant positiven Performance-Effekten beiträgt. Insofern sollten die Empfehlungen dieser Untersuchung für ein holistisches Strategie-Alignment im Einkauf herangezogen werden. Neben der Ableitung von Implikationen für die Unternehmenspraxis wird eine Forschungsagenda für interessierte Wissenschaftler erarbeitet, indem inhaltliche Wissenslücken und methodische Verbesserungspotenziale auf Basis des Bezugsrahmens und einschlägiger Referenztexte definiert sowie zukünftige Forschungsbedarfe aufgezeigt werden. Darauf aufbauend wird die zentrale (bis dato unbeantwortete) Forschungsfrage eines integrativen Strategie-Alignment-Index durch die Operationalisierung der zugehörigen Konstrukte sowie der Formulierung entsprechender Hypothesen als Grundlage für die Durchführung einer empirischen Studie adressiert.
The article presents a proposal for the assessment of the quality of democracy. After elaborating on the methodological strategy, a definition of democracy is proposed, which entails the construction of the matrix of democracy based on three dimensions (political freedom, political equality, and political and judicial control) and five institutions. The methodological application of this measuring tool is then explained. This conception guarantees an appropriate measurement in different cultural contexts, enables the characterization of democratic profiles, and allows for the identification of deficiencies in democracies. Before the conclusion, three examples of the measurement (USA, Russia, and Italy) illustrate how the matrix works.
The impact of sustainable supply chain management practices on performance metrics – A meta-analysis

Die vorliegende Arbeit untersucht mittels einer Meta-Analyse den Zusammenhang zwischen nachhaltigkeitsorientierter Supply Chain-Aktivitäten und der Unternehmensperformance. Es sollen auf Grundlage einer breiten Datenbasis aus den Jahren 2000 bis 2013 fundierte und aussagekräftige Zusammenhänge zwischen ökologisch nachhaltigen Supply Chain Aktivitäten und deren Wirkung auf unterschiedliche Bereiche der Unternehmensperformance hergestellt werden
The notions self-organisation and self-regulation are at least implicitly loaded with a positive democratic connotation. The main corresponding debates on social movements, governance and civil society mostly refer to the Global North with a well-functioning state and democratic political systems. One consequence is that the less democratic and less liberal hidden side of self-organisation, seen by some critics, does not gain much attention.
After a short discussion of the main theoretical approaches, the paper presents a selection of self-organised groups depicting their different values, norms, and structural features. These examples reach from democratic groups marked by solidarity to racist violent groups that are a threat to differently minded people. The analysis of these examples leads to a set of criteria for the comparative analysis of the internal structure of self-organised groups including potential membership, in- and outward orientation, underlying basic principles of social order and types of trust with related types of decision-making. These basic elements help to understand the constitution and functioning of self-organisation, which are open to a wide range of value orientation.
Previous research has shown that female doctoral graduates earn less than male doctoral graduates; how-ever, the determinants of this gender pay gap remain largely unexplored. Therefore, this paper investigates the determinants of the early career gender pay gap among doctoral graduates in Germany. By relying on effects on the supply and demand sides and feedback between them, I theoretically derive determinants of the gender pay gap that comprise doctoral and occupational characteristics. Using data from a representative German panel study of the 2014 doctoral graduation cohort, I analyse the gender pay gap two years after graduation. I apply linear regression on the logarithmic gross monthly earnings and Oaxaca-Blinder de-composition to examine the explanatory contribution of the determinants to the gender pay gap. The anal-yses reveal that female graduates earn 27.2 % less than male graduates two years after graduation. Male graduates being paid a premium outside academia partly drives this gender pay gap. The considered deter-minants largely explain the overall gender pay gap, the most important determinants being working hours, doctoral subject, industry, professional experience gained after graduation, company size, and academic employment. The results offer new insights on the determinants of the early career gender pay gap among doctoral graduates and thereby shed light on one dimension of gender inequalities in post-doctoral careers.
International trade is highly imbalanced both in terms of values and in terms of embodied carbon emissions. We show that the persistent current value trade imbalance patterns contribute to a higher level of global emissions compared to a world of balanced international trade. Specifically, we build a Ricardian quantitative trade model including sectoral input-output linkages, trade imbalances, fossil fuel extraction, and carbon emissions from fossil fuel combustion and use this framework to simulate counterfactual changes to countries' trade balances. For individual countries, the emission effects of removing their trade imbalances depend on the carbon intensities of their production and consumption patterns, as well as on their fossil resource abundance. Eliminating the Russian trade surplus and the US trade deficit would lead to the largest environmental benefits in terms of lower global emissions. Globally, the simultaneous removal of all trade imbalances would lower world carbon emissions by 0.9 percent or 295 million tons of carbon dioxide.
The DFG project “SDN-enabled Application-aware Network Control Architectures and their Performance Assessment” (DFG SDN-App) focused in phase 1 (Jan 2017 – Dec 2019) on software defined networking (SDN). Being a fundamental paradigm shift, SDN enables a remote control of networking devices made by different vendors from a logically centralized controller. In principle, this enables a more dynamic and flexible management of network resources compared to the traditional legacy networks. Phase 1 focused on multimedia applications and their users’ Quality of Experience (QoE).
This documents reports the achievements of the first phase (Jan 2017 – Dec 2019), which is jointly carried out by the Technical University of Munich, Technical University of Berlin, and University of Würzburg. The project started at the institutions in Munich and Würzburg in January 2017 and lasted until December 2019.
In Phase 1, the project targeted the development of fundamental control mechanisms for network-aware application control and application-aware network control in Software Defined Networks (SDN) so to enhance the user perceived quality (QoE). The idea is to leverage the QoE from multiple applications as control input parameter for application-and network control mechanisms. These mechanisms are implemented by an Application Control Plane (ACP) and a Network Control Plane (NCP). In order to obtain a global view of the current system state, applications and network parameters are monitored and communicated to the respective control plane interface. Network and application information and their demands are exchanged between the control planes so to derive appropriate control actions. To this end, a methodology is developed to assess the application performance and in particular the QoE. This requires an appropriate QoE modeling of the applications considered in the project as well as metrics like QoE fairness to be utilized within QoE management.
In summary, the application-network interaction can improve the QoE for multi-application scenarios. This is ensured by utilizing information from the application layer, which are mapped by appropriate QoS-QoE models to QoE within a network control plane. On the other hand, network information is monitored and communicated to the application control plane. Network and application information and their demands are exchanged between the control planes so to derive appropriate control actions.
Diese Arbeit untersucht Literatur Reviews (LRs) im Forschungsfeld des Supply Chain Managements (SCM). Hierfür werden zunächst die methodischen und terminologischen Grundlagen der Analyse erarbeitet sowie taxonomische und thematische Klassifikati-onsschemata vergleichend gegenübergestellt. Anschließend werden der LR-Prozess dieser Untersuchung und ausgewählte Evaluationsdimensionen definiert. Auf diesen grundlegenden Vorarbeiten aufbauend werden LRs des SCM identifiziert, klassifiziert und umfassend bewertet. Die Forschungsergebnisse zeigen, dass es narrativen LRs teil-weise an methodischer Genauigkeit mangelt und infolgedessen die Technik des syste-matischen LR zunehmend an Bedeutung gewinnt. Darüber hinaus dient diese Arbeit als Bewertungsraster zur Evaluation der methodischen Güte von LRs, als Leitlinie zur Er-stellung von systematischen LRs und als State-of-the-Art der Sekundärforschung im SCM.
The recently published ITU-T Recommendation G1.032 proposes a list of factors that may influence cloud and online gaming Quality of Experience (QoE). This paper provides two practical evaluations of proposed system and context influence factors: First, it investigates through an online survey (n=488) the popularity of platforms, preferred ways of distribution, and motivational aspects including subjective valuations of characteristics offered by today's prevalent gaming platforms. Second, the paper evaluates a large dataset of objective metrics for various gaming platforms: game lists, playthrough lengths, prices, etc., and contrasts these metrics against the gamers' opinions. The combined data-driven approach presented in this paper complements in-person and lab studies usually employed.
The increased occurrence of Software-Defined-Networking (SDN) not only improves the dynamics and maintenance of network architectures, but also opens up new use cases and application possibilities. Based on these observations, we propose a new network topology consisting of a star and a ring topology. This hybrid topology will be called wheel topology in this paper. We have considered the static characteristics of the wheel topology and compare them with known other topologies.

Diese Handreichung versteht sich als eine praktische Annäherung an den Schnittbereich von Mehrsprachigkeit und dem Förderschwerpunkt emotionale und soziale Entwicklung. Zum einen sollen die Bezüge und Gemeinsamkeiten der beiden betreffenden Bereiche geklärt werden (Teil I), zum anderen bieten zahlreiche Methoden, Ideen zur Umsetzung und Materialien bereits praxisgeeignete Vorschläge zum Umgang mit sprachlicher Heterogenität (Teil II). Der vorliegende, zweite Teil stellt demnach die Materialsammlung dar und baut auf dem ersten Teil direkt auf. Entstehungshintergründe und die wissenschaftliche Legitimation zu Inhalt und Aufbau können demnach in diesem nachgelesen werden. Die zahlreichen Methoden, Umsetzungsideen und Materialien sind als schon praxisgeeignete Vorschläge zum Umgang mit sprachlicher Heterogenität zu verstehen. Es dient für alle pädagogischen Fachkräfte als Inspiration und kann als Grundlage für die eigene Arbeit mit Kindern und Jugendlichen verwendet werden.
Sprachsensibilität als Unterrichtsmerkmal erweist sich als lohnend für alle Schüler*innen, unabhängig von Migrationshintergrund und (sonderpädagogischen) Förderbedarf. Um zu beweisen, daß Senecas Tragödien nicht aufführbar seien, hat Kugelmeier auf ihre zahlreichen Unstimmigkeiten und Widersprüche hingewiesen. Zum Beispiel begehe Phaedra Selbstmord über dem Leichnam des Hippolytus, als dieser noch gar nicht vorhanden ist. Für Kugelmeier werden diese Unstimmigkeiten allerdings, wenn der Text nur vorgelesen wird, infolge der „inneren Vergegenwärtigung“ nicht ernsthaft wahrgenommen. Die vorliegende Arbeit möchte genau das Gegenteil zeigen: Berücksichtigung dessen, was auf einer Bühne dargestellt werden kann und eindringliches Studium von Senecas Texten erweisen, daß die Tragödien aufführbar sind und nach Absicht Senecas auch für Aufführungen konzipiert wurden. In einer wohldurchdachten Aufführung verschwinden die von Kugelmeier behaupteten Schwierigkeiten.
In this article we offer initial insights into the fairly new interdisciplinary and international domain of robotics in Christian religious practice. We are a group of scholars in media ethics, practical theology/religious education, and human computer interaction, who have been engaged in this discourse since 2017.
A natural starting point is our study of BlessU2, a “blessing robot,” a device which received considerable recognition from the global public at the Wittenberg 500th reformation anniversary in 2017. We thus begin with the results of this study. Secondly, we will briefly address the relevant theses from Gabriele Trovato et al., as presented in their 2019 article on so-called theomorphic robots – followed by our interdisciplinary discussion of their approach. Finally, we draw conclusions for further work on the field of “religious robots.”
Somewhat more carefully: Section 1 offers starting points within the perspectives of Christian religious practice: here, the blessing robot is both cause and occasion for doing religion and theologizing in the context of existential questions (1.1). We continue with perceptions in the field of religion regarding “Discursive Design Theory” (1.2). The interaction of humans with computers as posing questions for theological standardization of religious practice is focused upon in 1.3. Section 2 reconstructs the HRI/HCI-initiative to develop theomorphic robots in a twofold manner, i.e., the idea of developing theomorphic robots (2.1) and the concept of theomorphic robots: Questions and objections (2.2). In this part of the article we raise discussion points concerning the relationship between technology and religion and the need for sharpening the understanding of religion within the research field. Section 3 closes with propositions and alternatives.
Time-to-Live (TTL) caches decouple the occupancy of objects in cache through object-specific validity timers. Stateof- the art techniques provide exact methods for the calculation of object-specific hit probabilities given entire cache hierarchies with random inter-cache network delays. The system hit probability is a provider-centric metric as it relates to the origin offload, i.e., the decrease in the number of requests that are served by the content origin server. In this paper we consider a user-centric metric, i.e., the response time, which is shown to be structurally different from the system hit probability. Equipped with the state-of-theart exact modeling technique using Markov-arrival processes we derive expressions for the expected object response time and pave a way for its optimization under network delays.
In scientific research, the independent reproduction of experiments is the source of trust. Detailed documentation is required to enable experiment reproduction. Reproducibility awards were created to honor the increased documentation effort. In this work, we propose a novel approach toward reproducible research—a structured experimental workflow that allows the creation of reproducible experiments without requiring additional efforts of the researcher. Moreover, we present our own testbed and toolchain, namely, plain orchestrating service (pos), which enables the creation of such experimental workflows. The experiment is documented by our proposed, fully scripted experiment structure. In addition, pos provides scripts enabling the automation of the bundling and release of all experimental artifacts. The necessary adjustments to prominent measures of the neutral rate of interest following the COVID pandemic sparked a wide-ranging debate on the measurement and usefulness of r-star. Due to high uncertainty about relevant determinants, trend patterns and the correct estimation method, we propose in this paper a simple alternative approach derived from a standard macro model. Starting from a loss function, neutral periods can be determined in which a neutral real interest rate is observable. Using these values, a medium-term trend for a neutral interest rate can be determined. An application to the USA shows that our simple calculation of a neutral interest rate delivers comparable results to existing studies. A Taylor rule based on our neutral interest rate also does a fairly good job of explaining US monetary policy over the past 60 years.
Bereits seit Anfang der 1990er Jahre wird jungen Wissenschaftlern im Vorfeld der Tagung "Wirtschaftsinformatik" ein Doctoral Consortium als unterstützendes Forum angeboten. Diese Einrichtung wurde auch zur größten Internationalen Konferenz der Wirtschaftsinformatik, der WI 2015 in Osnabrück fortgeführt. Dieser Band fasst die zum Vortag ausgewählten Beiträge zusammen.
Government support for green technologies and renewable energy in particular has become an integral cornerstone of economic policy for most industrialized economies. Due to competitive price determination and supposedly higher efficiency, auctions have in recent years widely succeeded feed-in-tariffs as the primary support instrument (del Rio & Linares, 2014; REN21, 2021). However, literature still struggles to produce causal evidence to validate mostly descriptive findings for efficiency gains. Yet, this evidence is needed as a foundation to provide robust recommendations to policy makers (Grashof et al., 2020). By utilizing a difference-in-differences approach, this paper provides such evidence for a German photovoltaic (PV) auctioning program which came into effect in 2015. Results for this natural experiment confirm that cost-effectiveness improved significantly while previous literature shows that capacity expansion remained high. Results additionally show that falling prices for PV panels were the primary driver of cost reductions and wages also exert high influence on support price. Input cost development therefore indeed strongly influences support level which was the aim with introducing competitive auctions. Interest rate development cannot be linked to support level development, most probably due to the low interest environment in considered period.
Web caches often use a Time-to-live (TTL) limit to validate data consistency with web servers. We study the impact of TTL constraints on the hit ratio of basic strategies in caches of fixed size. We derive analytical results and confirm their accuracy in comparison to simulations. We propose a score-based caching method with awareness of the current TTL per data for improving the hit ratio close to the upper bound.
In this work, we describe the network from data collection to data processing and storage as a system based on different layers. We outline the different layers and highlight major tasks and dependencies with regard to energy consumption and energy efficiency. With this view, we can outwork challenges and questions a future system architect must answer to provide a more sustainable, green, resource friendly, and energy efficient application or system. Therefore, all system layers must be considered individually but also altogether for future IoT solutions. This requires, in particular, novel sustainability metrics in addition to current Quality of Service and Quality of Experience metrics to provide a high power, user satisfying, and sustainable network.
This paper presents a novel concept to extend state-of-the-art buffer monitoring with additional measures to estimate service-curves. The online algorithm for service-curve estimation replaces the state-of-the-art timestamp logging, as we expect it to overcome the main disadvantages of generating a huge amount of data and using a lot of CPU resources to store the data to a file during operation. We prove the accuracy of the online-algorithm offline with timestamp data and compare the derived bounds to the measured delay and backlog. We also do a proof-of- concept of the online-algorithm, implement it in LabVIEW and compare its performance to the timestamp logging by CPU load and data-size of the log-file. However, the implementation is still work-in-progress.
Cooperative, connected and automated mobility (CCAM) systems depend on a reliable communication to provide their service and more crucially to ensure the safety of users. One way to ensure the reliability of a data transmission is to use multiple transmission technologies in combination with redundant flows. In this paper, we describe a system requiring multipath communication in the context of CCAM. To this end, we introduce a data plane-based scheduler that uses replication and integration modules to provide redundant and transparent multipath communication. We provide an analytical model for the full replication module of the system and give an overview of how and where the data-plane scheduler components can be realized.

This paper gives an overview of our recent activities in the field of satellite communication networks, including an introduction to geostationary satellite systems and Low Earth Orbit megaconstellations. To mitigate the high latencies of geostationary satellite networks, TCP-splitting Performance Enhancing Proxies are deployed. However, these cannot be applied in the case of encrypted transport headers as it is the case for VPNs or QUIC. We summarize performance evaluation results from multiple measurement campaigns. In a recently concluded project, multipath communication was used to combine the advantages of very heterogeneous communication paths: low data rate, low latency (e.g., DSL light) and high data rate, high latency (e.g., geostationary satellite).
State Management at line rate is crucial for critical applications in next-generation networks. P4 is a language used in software-defined networking to program the data plane. The data plane can profit in many circumstances when it is allowed to manage its state without any detour over a controller. This work is based on a previous study by investigating the potential and performance of add-on-miss insertions of state by the data plane. The state keeping capabilities of P4 are limited regarding the amount of data and the update frequency. We follow the tentative specification of an upcoming portable-NIC-architecture and implement these changes into the software P4 target T4P4S. We show that insertions are possible with only a slight overhead compared to lookups and evaluate the influence of the rate of insertions on their latency.

This paper discusses the problem of finding multiple shortest disjoint paths in modern communication networks, which is essential for ultra-reliable and time-sensitive applications. Dijkstra’s algorithm has been a popular solution for the shortest path problem, but repetitive use of it to find multiple paths is not scalable. The Multiple Disjoint Path Algorithm (MDPAlg), published in 2021, proposes the use of a single full graph to construct multiple disjoint paths. This paper proposes modifications to the algorithm to include a delay constraint, which is important in time-sensitive applications. Different delay constraint least-cost routing algorithms are compared in a comprehensive manner to evaluate the benefits of the adapted MDPAlg algorithm. Fault tolerance, and thereby reliability, is ensured by generating multiple link-disjoint paths from source to destination.
