Bereits seit Anfang der 1990er Jahre wird jungen Wissenschaftlern im Vorfeld der Tagung "Wirtschaftsinformatik" ein Doctoral Consortium als unterstützendes Forum angeboten. Diese Einrichtung wurde auch zur größten Internationalen Konferenz der Wirtschaftsinformatik, der WI 2015 in Osnabrück fortgeführt. Dieser Band fasst die zum Vortag ausgewählten Beiträge zusammen.
We attempt to identify sequences of signaling dialogs, to strengthen our understanding of the signaling behavior of IoT devices by examining a dataset containing over 270.000 distinct IoT devices whose signaling traffic has been observed over a 31-day period in a 2G network [4]. We propose a set of rules that allows the assembly of signaling dialogs into so-called sessions in order to identify common patterns and lay the foundation for future research in the areas of traffic modeling and anomaly detection.
In this paper, we work to understand the global IPX network from the perspective of an MVNO. In order to do this, we provide a brief description of the global architecture of mobile carriers. We provide initial results with respect to mapping the vast and complex interconnection network enabling global roaming from the point of view of a single MVNO. Finally, we provide preliminary results regarding the quality of service observed under global roaming conditions.
Forschung über Bürgerwehren in Burkina Faso: Herausforderungen und Strategien des Feldzugangs

Dieses Working Paper veranschaulicht, wie sich die beiden Forscher*innen Janneke Tiegna und Nestor Zanté des Teilprojekts F „Lokale Selbstregelungen für die Herstellung von Sicherheit: Bürgerwehren in Burkina Faso“, während ihres bisherigen Forschungsaufenthalts von September 2019 bis Februar 2020 Zugang in ihre Forschungsgemeinden im Westen und Süden Burkina Fasos verschafft haben. Zanté forschte zu der Selbstverteidigungsgruppe Koglwéogo und Tiegna zu den Dozo-Jäger*innen.
Dieses Working Paper erklärt zunächst die Zielgruppe und die Forschungsgebiete und geht dabei kurz auf das Forschungsinteresse ein. Es folgen Erläuterungen zur Vorbereitung auf den Feldaufenthalt. Ausführlich werden die Herausforderungen der Forschung über diese sensible Thematik erläutert sowie Abwehrreaktionen und Widerstände im Feld dargestellt. Anschließend erklären Tiegna und Zanté, mit wel-chen Strategien sie diesen Herausforderungen begegnet sind.
Die vorliegende Arbeit gibt einen Überblick über die bisher noch kaum evaluierte Wirkung arbeitsmarktzentrierter Integrationsmaßnahmen auf die Arbeitsmarkintegration von Geflüchteten in Deutschland. Dazu wird, mit theoretischer Fundierung durch neoklassische (Humankapital- und Signaling-Theorie) sowie institutionelle (Akteurzentrierter Institutionalismus) Ansätze, eine Sekundärdatenanalyse auf Basis der ersten drei Befragungswellen der IAB-BAMF-SOEP-Befragung von Geflüchteten durchgeführt. Methodische Grundlage der Untersuchung stellt eine Fixed-Effects-Logit-Regression dar, mit welcher durch die Kontrolle unbeobachteter Heterogenität präzise Within-Schätzungen kausaler Zusammenhänge ermöglicht werden. Die Arbeit zeigt, dass sowohl die Wahrnehmung des arbeitsmarktzentrierten Beratungsangebots (Arbeitsmarktberatung der BA) als auch die Teilnahme an dem berufsbezogenen Sprachförderkurs (ESF-BAMF-Kurs) eine kausal positive Wirkung auf die Arbeitsmarktintegration aufweist. Ebenso geht aus den Analysen hervor, dass es die Wirkungsevaluation praxisorientierter Integrationsmaßnahmen (PerF, PerjuF, PerF-W und KompAS) aufgrund einer bis dato unzureichenden Datenlage zu vertagen gilt. Dennoch konnten somit in der Bundesrepublik Deutschland zwei hochwirksame arbeitsmarktzentrierte Maßnahmen identifiziert werden, mit welchen den Geflüchteten eine solide Integrationsbasis für den Arbeitsmarkt und damit auch für die Aufnahmegesellschaft bereitgestellt wird. Ein verstärkter Einsatz der Maß-nahmen sowie eine gezielte Förderung erscheinen insbesondere im Hinblick auf die mannigfaltigen Vorteile gelungener Integration anstrebenswert.
Exploring and explaining diversity and patterns of stateness is crucial for understanding causes of efficiency, duration, or the collapse of a state. The new Stateness Index (StIx) contributes to the conceptual and analytical debate on stateness and state fragility. StIx is a tool for measuring stateness and state quality since 1950 that includes country-ranking through aggregated and disaggregated data to advance performance comparison and policy analysis. This article first sums up the main theoretical aspects, followed by descriptive results.
For decades autonomy has been utilised as a concept in various social sciences, like sociology, political science, law and philosophy. Certain concepts of autonomy have always reflected the needs of the respective disciplines that made use of the term, but also ever infringed on the interpretation of autonomy in other disciplines. Most notably, conceptualisations of international and constitutional law have found their way into bordering sciences, like political science. The result: a legal positivist view prevailing in the conceptualisations of autonomy within political and administrative sciences. As this working paper points out, this perspective does not do justice to the complex phenomenon autonomy is or may be in social and political reality. Hence, the paper argues for a differentiated concept of autonomy, splitting it into autonomy claims, actors, process, rights and powers, regimes, and their institutions. The empirical world suggests a salience of formally and informally lived types of autonomy, especially in Latin America, due to the region’s indigenous population often living outside of, or within the limited reach of the state. Therefore, the paper aims to incorporate the dimension of informality – lacking in previous legal positivist approaches. Autonomy regimes could be entrenched in international, constitutional, or secondary law, or they could be tolerated by the state or seized by autonomy claimants by force. From a theoretical or conceptual perspective, the dimension of (in)formality facilitates the incorporation of autonomy into the discussion on governance and government, mostly on the local or regional level. Thus, the paper establishes autonomy regimes as a concept located at the verges of (self-)government and (self-)governance.
State Management at line rate is crucial for critical applications in next-generation networks. P4 is a language used in software-defined networking to program the data plane. The data plane can profit in many circumstances when it is allowed to manage its state without any detour over a controller. This work is based on a previous study by investigating the potential and performance of add-on-miss insertions of state by the data plane. The state keeping capabilities of P4 are limited regarding the amount of data and the update frequency. We follow the tentative specification of an upcoming portable-NIC-architecture and implement these changes into the software P4 target T4P4S. We show that insertions are possible with only a slight overhead compared to lookups and evaluate the influence of the rate of insertions on their latency.
In time-sensitive networks (TSN) based on 802.1Qbv, i.e., the time-aware Shaper (TAS) protocol, precise transmission schedules and, paths are used to ensure end-to-end deterministic communication. Such resource reservations for data flows are usually established at the startup time of an application and remain untouched until the flow ends. There is no way to migrate existing flows easily to alternative paths without inducing additional delay or wasting resources. Therefore, some of the new flows cannot be embedded due to capacity limitations on certain links which leads to sub-optimal flow assignment. As future networks will need to support a large number of lowlatency flows, accommodating new flows at runtime and adapting existing flows accordingly becomes a challenging problem. In this extended abstract we summarize a previously published paper of us [1]. We combine software-defined networking (SDN), which provides better control of network flows, with TSN to be able to seamlessly migrate time-sensitive flows. For that, we formulate an optimization problem and propose different dynamic path configuration strategies under deterministic communication requirements. Our simulation results indicate that regularly reconfiguring the flow assignments can improve the latency of time-sensitive flows and can increase the number of flows embedded in the network around 4% in worst-case scenarios while still satisfying individual flow deadlines.
Women are a key to development, and gender is crucial to development policies. However, Western development organisations often promote gender equality as something valued in the West, or even as a new idea altogether, rather than taking the time to research how it was rooted in African societies. The same holds true for many Africans who frequently argue that gender equality is a Western idea. This paper intents to show that gender equality or complementarity is not an altogether new phenomenon to African societies, but that it existed in pre-colonial Africa. Raising awareness on this within African societies can help to put in place strategies for gender equality and facilitate change from within.

Diese Handreichung versteht sich als eine praktische Annäherung an den Schnittbereich von Mehrsprachigkeit und dem Förderschwerpunkt emotionale und soziale Entwicklung. Zum einen sollen die Bezüge und Gemeinsamkeiten der beiden betreffenden Bereiche geklärt werden (Teil I), zum anderen bieten zahlreiche Methoden, Ideen zur Umsetzung und Materialien bereits praxisgeeignete Vorschläge zum Umgang mit sprachlicher Heterogenität (Teil II). Der vorliegende, zweite Teil stellt demnach die Materialsammlung dar und baut auf dem ersten Teil direkt auf. Entstehungshintergründe und die wissenschaftliche Legitimation zu Inhalt und Aufbau können demnach in diesem nachgelesen werden. Die zahlreichen Methoden, Umsetzungsideen und Materialien sind als schon praxisgeeignete Vorschläge zum Umgang mit sprachlicher Heterogenität zu verstehen. Es dient für alle pädagogischen Fachkräfte als Inspiration und kann als Grundlage für die eigene Arbeit mit Kindern und Jugendlichen verwendet werden.

Civil society organizations only started to be considered a sector in the 1970s in the United States. Amitai Etzioni pioneered the use of the expression third sector, which became common in academic and political literature. However, in the United States, the non-profit sector concept gradually became more robust and was spread internationally based on the studies conducted by Lester Salomon and associated researchers.
The theory built on the concept of the non-profit sector is strongly related to the North American cultural context, marked by the tradition of philanthropy and volunteerism, but with little importance given to associative and cooperative organizations.
The non-profit sector is implicitly or explicitly conceived as part of the private sphere. In contrast, theoretical currents such as liberal communitarianism, the theories of cooperation, common goods, social capital, European social economy, and the Latin American solidarity economy highlight the primacy of cooperation in solving collective problems. These theories underpin the associative approach of the third sector and link it to the community, not to the market.
This paper argues that the associative approach is more appropriate for international studies on the third sector and the relevance of self-organization. The third sector, i.e., the set of organizations created and maintained by civil society, is the inheritor of the millennial associative tradition, including both entities whose values are compatible with the common good and those with particularistic values, authoritarian and contrary to human rights. The third sector is not entirely virtuous, but it is a vital sector for solving great human problems.
The increased occurrence of Software-Defined-Networking (SDN) not only improves the dynamics and maintenance of network architectures, but also opens up new use cases and application possibilities. Based on these observations, we propose a new network topology consisting of a star and a ring topology. This hybrid topology will be called wheel topology in this paper. We have considered the static characteristics of the wheel topology and compare them with known other topologies.
Ce présent mémoire se donne pour objectif d’analyser le champ d’application et d’étude des concepts de biofiction et d’exofiction qui, à travers le brouillage entre la réalité la fiction, passeraient pour des récits de vie dans le roman postmoderne. Pour cela, nous avons étudié les relations entre la fiction et l’(auto)biographie, la fiction et la réalité axée sur les apports des stratégies linguistiques et conceptuelles, entre autres. Grâce à une méthode qualitative se fondant sur une approche hypothético-déductive pour montrer comment l’(auto)biographie a été retravaillée dans les deux textes, mais aussi de montrer le potentiel fictionnel, dont regorge notre sujet, à travers le récit de vie.
Outre l’intérêt que nous avons porté aux travaux de Lejeune, Vincent Colonna et François Dosse dans leurs textes respectifs Le pacte autobiographique, L’autofiction : essai sur la fictionnalisation de soi en littérature et Le pari biographique pour souligner la connexion avec notre sujet, nous avons également fait appel au concept clefs du domaine, tels que théorisés par Alexandre Gefen et Alain Buisine (1991).
Bürgerbeteiligung hat sich als politische Praxis, insbesondere auf der kommunalen Ebene, in den letzten Jahren stark verbreitet. Den Hintergrund für diese Entwicklung bildeten (u. a.) die sozialwissenschaftlichen Diskussionen über Vertrauen und Zivilgesellschaft sowie über kulturelle Vielfalt in den 1990er Jahren. Die dabei herausgearbeiteten Konzepte haben sich zudem mit anderen Konzepten verschränkt. So haben insbesondere die Verwaltungsreformen unter der Überschrift des New Public Management durch die Verknüpfung mit dem Partizipationskonzept eine doppelte Orientierung auf ‚Bürgerbeteiligung‘ hervorgebracht. Die Folie für das in diesem Arbeitspapier zugrunde gelegte Verständnis von (guter) Bürgerbeteiligung bieten deliberative Demokratiekonzepte, ein Verständnis von Politik, das nicht nur auf Entscheidungsmacht, sondern ebenso auf Deutungs- und Gestaltungsmacht abhebt und ein Governancekonzept, dass die Vielfalt der an gesellschaftlichen Prozessen beteiligten Akteure betont.
Die Europäische Union (EU) sieht sich gegenwärtig einem Prozess der Politisierung ausgesetzt, der durch die Polykrise der letzten Jahre verstärkt wurde. Der „permissive consensus“ (Lindberg/Scheingold 1970), welcher schon seit dem „post-Maastricht Blues“ (Eichen-berg/Dalton 2007) bröckelte, wird durch eine Reihe ablehnender Referenden zu europapolitischen Themen weiter in Frage gestellt. Die seit langem spürbaren Desintegrationstendenzen und Zentrifugalkräfte kulminierten im Brexit-Referendum vom Juni 2016. Vor diesem Hintergrund ist mehr denn je zu konstatieren, dass die Öffentlichkeit, die UnionsbürgerInnen eine zentrale, den Integrationsprozess mindestens beeinflussende, bisweilen limitierende Rolle einnehmen.
Diese Studie stellt die Frage, inwiefern die Theorien der europäischen Integration diesen wichtigen, den Integrationsprozess immer deutlicher (mit-)bestimmenden Faktor der Öffentlichkeit erfassen. Der Beitrag liefert zum einen eine komprimierte Übersicht der einschlägigen theoretischen Ansätze, die seit den 1950er-Jahren bis heute zur Beschreibung und Erklärung von Prozess und Zustand der europäischen Integration verwendet wurden und werden. Dabei wird zum zweiten die jeweilige Rolle der Öffentlichkeit in den Ansätzen ausgewählter ReferenztheoretikerInnen retrospektiv und aktuell durchgesehen. Mit dieser integrationstheoretischen Rundumschau unter dem Filter der Öffentlichkeit liefert die vorliegende Analyse Anknüpfungspunkte für theoriegeleitete Europaforschung, die den Politisierungsprozess der EU einordnend, analysierend, erklärend, verstehend und bei Bedarf kritisch begleiten kann.
The analysis of the 2014 elections to Lok Sabha in India describes the results and their enormous extent with a differentiate regard to social group voting. Considering the election campaign’s performativity and issues of contestation the landslide victory of BJP (Bharatiya Janata Party) will be illuminated. Through a closer examination of party coalitions, the electoral system, and the leadership factor the BJP’s clear victory over Congress Party will be explained. Besides the opportunity for significant economic and political reforms, the author conjectures a potential for dangerous tendencies to Indian democracy owing to such a resourceful government, which are compared with the government constraints, especially by federal arrangements.
The second part of the article argues that civil society in India is composed of several layers that are distinct and overlap at the same time. Five versions of the same are significant: 1) institutions avowing secular nationalism that upholds inclusive citizenship, equality of treatment, and non-discrimination; 2) a phalanx of institutions inspired by the Gandhian idea of swaraj that are deeply vary of the state and its apparatus and envisage a life of freedom constituted around self-determining associations built from below; 3) such orientations and impulses which stress on religiously inspired values and traditions with its archetypal representation in Hindu nationalism; 4) those who highlight difference and diversity as central to Indian society and stress this fact as foundational to Indian nationalism; 5) and those who are in favour of a right-based approach to citizenship and rule of law in India. Alluding to these distinctive domains constitutive of civil society in India the paper argues that the success of the Bharatiya Janata Party, and the coalition that it led, in the General elections of 2014 rested on its ability in tapping resources from different layers of civil society while making institutions woven around Hindu identity as its anchor.
The first step towards aerial planetary exploration has been made. Ingenuity shows extremely promising results, and new missions are already underway. Rotorcraft are capable of flight. This capability could be utilized to support the last stages of Entry, Descent, and Landing. Thus, mass and complexity could be scaled down.
Autorotation is one method of descent. It describes unpowered descent and landing, typically performed by helicopters in case of an engine failure. MAPLE is suggested to test these procedures and understand autorotation on other planets. In this series of experiments, the Ingenuity helicopter is utilized. Ingenuity would autorotate a ”mid-air-landing” before continuing with normal flight. Ultimately, the collected data shall help to understand autorotation on Mars and its utilization for interplanetary exploration.
Lightning has fascinated humanity since the beginning of our existence. Different types of lightning like sprites and blue jets were discovered, and many more are theorized. However, it is very likely that these phenomena are not exclusive to our home planet. Venus’s dense and active atmosphere is a place where lightning is to be expected. Missions like Venera, Pioneer, and Galileo have carried instruments to measure electromagnetic activity. These measurements have indeed delivered results. However, these results are not clear. They could be explained by other effects like cosmic rays, plasma noise, or spacecraft noise. Furthermore, these lightning seem different from those we know from our home planet. In order to tackle these issues, a different approach to measurement is proposed. When multiple devices in different spacecraft or locations can measure the same atmospheric discharge, most other explanations become increasingly less likely. Thus, the suggested instrument and method of VELEX incorporates multiple spacecraft. With this approach, the question about the existence of lightning on Venus could be settled.
The introduction of new types of frequency spectrum in 6G technology facilitates the convergence of conventional mobile communications and radar functions. Thus, the mobile network itself becomes a versatile sensor system. This enables mobile network operators to offer a sensing service in addition to conventional data and telephony services. The potential benefits are expected to accrue to various stakeholders, including individuals, the environment, and society in general. The paper discusses technological development, possible integration, and use cases, as well as future development areas.
The Fifth Generation (5G) communication technology, its infrastructure and architecture, though already deployed in campus and small scale networks, is still undergoing continuous changes and research. Especially, in the light of future large scale deployments and industrial use cases, a detailed analysis of the performance and utilization with regard to latency and service times constraints is crucial. To this end, a fine granular investigation of the Network Function (NF) based core system and the duration for all the tasks performed by these services is necessary. This work presents the first steps towards analyzing the signaling traffic in 5G core networks, and introduces a tool to automatically extract sequence diagrams and service times for NF tasks from traffic traces.
This work proposes a novel approach to disperse dense transmission intervals and reduce bursty traffic patterns without the need for centralized control. Furthermore, by keeping the mechanism as close to the Long Range Wide Area Network (LoRaWAN) standard as possible the suggested mechanism can be deployed within existing networks and can even be co-deployed with other devices.
The nucleus of statehood is situated at the local level: in the village, the neighborhood, the city district. This is where a community, beyond the level of the family, first develops collective rules that are intended to ensure its continued existence. But usually this is not the only level of governance at play. Above it, there are supralocal formations of power, varying in scope from regional networks to empires, which supplement the local orders or compete with them. The premise of this Research Unit is that local forms of self-governance are especially heterogeneous and prominent, wherever supralocal statehood exists in the mode of weak permeation. The central question of our approach is how local forms of self-governance work in this context. We will examine the relations to the state level as well as to other local groups as they develop over time; the scope and spatial contingency of forms of self-governance; their legitimization and the interdependency with the organization and collective identity of those groups which carry them out; finally, we will turn our attention to the significance of self-governance for the configuration of weak statehood. The empirical focus will be at the local level, which has so far been largely neglected in the research on governance beyond the state. In order to achieve this, we will work with case studies that are structured by categories and situated in geographical areas and time periods that lie outside of modern Europe with its particular development of statehood since the Late Middle Ages: in Antiquity, and in the Global South of the present. By incorporating these different time frames, we hope to contribute to overcoming the dichotomy between the modern and pre-modern era, which is often given canonical status. Our goal is to create a comparative analysis of different configurations of order as well as the development of a typology of patterns of local governance. The structure of the empirical comparison itself promises methodological insights, since it will entail recognizing, dealing with, and overcoming disciplinary limitations. Starting with the identification of typical patterns and processes, we hope to gain a better grasp of the mechanisms by which local configurations of order succeed, while at the same time advancing the theoretical debate. This will allow us to make an interdisciplinary contribution to the understanding of fundamental elements of statehood and local governance that are of central importance, especially in the context of weak statehood. The insights we hope to gain by adopting this historical perspective will contribute to understanding a present that is not based exclusively on its own, seemingly completely new preconditions, and will thus significantly sharpen the political analysis of various forms of governance.
Der Nucleus von Staatlichkeit liegt auf der lokalen Ebene, im Dorf, im Viertel, in der Nachbarschaft. Hier entwickelt eine Gemeinschaft jenseits der Familie zuerst kollektive Regeln, die ihren Fortbestand sichern sollen. Meist ist aber nicht nur diese Regelungsebene vorhanden. Über ihr stehen überlokale Herrschaftsformationen – von regionalen Verbünden bis zum Imperium –, welche die Ordnungsangebote vor Ort ergänzen oder mit ihnen konkurrieren. Örtliche Selbstregelungen sind, so die Prämisse dieser Forschungsgruppe, dann besonders vielfältig und ausgeprägt, wenn überlokale Staatlichkeit im Modus der schwachen Durchdringung existiert. Wie lokale Selbstregelungen in diesem Kontext funktionieren, ist unsere zentrale Forschungsfrage. Wir untersuchen die Relationen zu den staatlichen Ebenen wie zu anderen lokalen Gruppen in ihrem zeitlichen Verlauf, wir analysieren die Reichweite und die räumliche Bedingtheit von Selbstregelungen, fragen nach ihrer Legitimierung sowie nach der Interdependenz zu Organisation und kollektiver Identität der sie tragenden Gruppen; schließlich wenden wir uns der Bedeutung der Selbstregelungen für die Ordnungsform der schwachen Staatlichkeit zu. Der empirische Fokus liegt auf der lokalen Ebene, die in der bisherigen Forschung zum Regieren jenseits des Staates wenig beachtet wurde. Dazu wird in kategorial strukturierten Fallstudien gearbeitet, die in räumlichen und zeitlichen Bereichen außerhalb der europäischen (Sonder-)Entwicklung von Staatlichkeit seit dem Hochmittelalter situiert sind: in der griechisch-römischen Antike und im Globalen Süden der Gegenwart. Mit der unterschiedlichen Zeitstellung möchten wir zur Überwindung der oft als kanonisch geltenden Dichotomie zwischen Moderne und Vormoderne beitragen. Angestrebt wird sowohl die komparative Analyse der verschiedenen Ordnungsarrangements als auch die typologische Erfassung lokaler Regelungsmuster. Allein von der Anlage des empirischen Vergleichs erwarten wir methodischen Ertrag, denn es gilt disziplinäre Beschränkungen zu erkennen, mit ihnen umzugehen und sie zu überwinden. Ausgehend von der Identifizierung typischer Muster und Prozesse, möchten wir theoriebildend die Mechanismen für das Gelingen lokaler Ordnungsarrangements im Ganzen besser abschätzen. Somit leisten wir einen entscheidenden interdisziplinären Beitrag zum Verständnis basaler Elemente von Staatlichkeit, die gerade im Kontext schwacher Staatlichkeit von elementarer Bedeutung sind. Diese in historischer Perspektive gewonnenen Erkenntnisse sollen helfen, die Gegenwart nicht nur aus ihren eigenen, scheinbar völlig neuartigen Voraussetzungen heraus zu begreifen, und so die politische Analyse diverser Governance-Formen erheblich schärfen.
Shannon channel capacity estimation, based on large packet length is used in traditional Radio Resource Management (RRM) optimization. This is good for the normal transmission of data in a wired or wireless system. For industrial automation and control, rather short packages are used due to the short-latency requirements. Using Shannon’s formula leads in this case to inaccurate RRM solutions, thus another formula should be used to optimize radio resources in short block-length packet transmission, which is the basic of Ultra-Reliable Low-Latency Communications (URLLCs). The stringent requirement of delay Quality of Service (QoS) for URLLCs requires a link-level channel model rather than a physical level channel model. After finding the basic and accurate formula of the achievable rate of short block-length packet transmission, the RRM optimization problem can be accurately formulated and solved under the new constraints of URLLCs. In this short paper, the current mathematical models, which are used in formulating the effective transmission rate of URLLCs, will be briefly explained. Then, using this rate in RRM for URLLC will be discussed.
In this article we offer initial insights into the fairly new interdisciplinary and international domain of robotics in Christian religious practice. We are a group of scholars in media ethics, practical theology/religious education, and human computer interaction, who have been engaged in this discourse since 2017.
A natural starting point is our study of BlessU2, a “blessing robot,” a device which received considerable recognition from the global public at the Wittenberg 500th reformation anniversary in 2017. We thus begin with the results of this study. Secondly, we will briefly address the relevant theses from Gabriele Trovato et al., as presented in their 2019 article on so-called theomorphic robots – followed by our interdisciplinary discussion of their approach. Finally, we draw conclusions for further work on the field of “religious robots.”
Somewhat more carefully: Section 1 offers starting points within the perspectives of Christian religious practice: here, the blessing robot is both cause and occasion for doing religion and theologizing in the context of existential questions (1.1). We continue with perceptions in the field of religion regarding “Discursive Design Theory” (1.2). The interaction of humans with computers as posing questions for theological standardization of religious practice is focused upon in 1.3. Section 2 reconstructs the HRI/HCI-initiative to develop theomorphic robots in a twofold manner, i.e., the idea of developing theomorphic robots (2.1) and the concept of theomorphic robots: Questions and objections (2.2). In this part of the article we raise discussion points concerning the relationship between technology and religion and the need for sharpening the understanding of religion within the research field. Section 3 closes with propositions and alternatives.
The emerging serverless computing may meet Edge Cloud in a beneficial manner as the two offer flexibility and dynamicity in optimizing finite hardware resources. However, the lack of proper study of a joint platform leaves a gap in literature about consumption and performance of such integration. To this end, this paper identifies the key questions and proposes a methodology to answer them.
The notions self-organisation and self-regulation are at least implicitly loaded with a positive democratic connotation. The main corresponding debates on social movements, governance and civil society mostly refer to the Global North with a well-functioning state and democratic political systems. One consequence is that the less democratic and less liberal hidden side of self-organisation, seen by some critics, does not gain much attention.
After a short discussion of the main theoretical approaches, the paper presents a selection of self-organised groups depicting their different values, norms, and structural features. These examples reach from democratic groups marked by solidarity to racist violent groups that are a threat to differently minded people. The analysis of these examples leads to a set of criteria for the comparative analysis of the internal structure of self-organised groups including potential membership, in- and outward orientation, underlying basic principles of social order and types of trust with related types of decision-making. These basic elements help to understand the constitution and functioning of self-organisation, which are open to a wide range of value orientation.
This paper discusses the problem of finding multiple shortest disjoint paths in modern communication networks, which is essential for ultra-reliable and time-sensitive applications. Dijkstra’s algorithm has been a popular solution for the shortest path problem, but repetitive use of it to find multiple paths is not scalable. The Multiple Disjoint Path Algorithm (MDPAlg), published in 2021, proposes the use of a single full graph to construct multiple disjoint paths. This paper proposes modifications to the algorithm to include a delay constraint, which is important in time-sensitive applications. Different delay constraint least-cost routing algorithms are compared in a comprehensive manner to evaluate the benefits of the adapted MDPAlg algorithm. Fault tolerance, and thereby reliability, is ensured by generating multiple link-disjoint paths from source to destination.
Die EU als ein Integrationsprojekt sui generis mit ihrem trans- bzw. postnationalen Ver-ständnis von Souveränität und Staatlichkeit ist Garantin für den Frieden, für die Schaf-fung und den Erhalt von Wohlstand in Europa. Darüber hinaus ist sie zu einer wichti-gen Akteurin in den internationalen Beziehungen geworden, die die Weltordnung im Geiste von Multilateralität und Multipolarität mitgestaltet.
Zahlreiche interne Krisen haben die EU im letzten Jahrzehnt jedoch spürbar belastet und mehrere interne Spannungen oder gar Bruchlinien sichtbar werden lassen, die ihre Handlungsfähigkeit in Frage stellten. Der internationale Kontext mit neuen Sicher-heitsgefährdungen, der neue, sich im Slogan „America First“ ausdrückende US-Unilateralismus sowie der anstehende Brexit zwingen die EU nun, ihre zahlreichen Po-tenziale besser auszunutzen und einzusetzen.
Als Potenzialthemen der EU identifiziert vorliegender Beitrag: (1) die Vertiefung und Intensivierung der Gemeinsamen Außen-, Sicherheit-, und Verteidigungspolitik, (2) die EU-Klimapolitik und die Übernahme einer Vorreiterrolle sowie (3) die Zusammenarbeit mit aufstrebenden Mächten/emerging powers.

India's economic rise since the 1990s has been followed by a more prominent global role for the country. Despite economic setbacks in recent years and huge domestic challenges like poverty, caste issues, and gender inequality, India today is almost universally characterised as an “emerging power”. At the same time, the country continues to show an enormous diversity. Thus, exploring emerging India can surely not be confined to economic analysis only. Instead, it is vital to take current developments in domestic and international politics, society, culture, religion, and political thinking into consideration as well. Following an interdisciplinary approach, contributions from Political Science, International Relations, Indology, Political Theory, and Economics are fundamental in order to grasp the country's diversity. This collection assembles eight essays which, individually, serve as working papers reflecting the authors' various research focuses, while collectively composing a multifaceted and multidis-ciplinary picture of emerging India. It thereby reflects the approach the University of Würz-burg’s Centre for Modern India and the Institute for Political Science and Sociology’s India Forum are committed to: bringing together different academic disciplines in order to generate nuanced insights into India’s manifold diversity.
La Conférence de La Haye de droit international privé (la Conférence de La Haye) est une organisation intergouvernementale mondiale qui a pour vocation d’œuvrer à un monde dans lequel les individus et les sociétés peuvent bénéficier d’une grande sécurité juridique dans les situations transfrontières. Pour ce faire, la Conférence de La Haye, en tant que creuset de traditions juridiques diverses, développe et assure le suivie d’instruments juridiques multilatéraux auxquels sont associés plus de 150 pays dans le monde. L’Organisation pour l’Harmonisation en Afrique du Droit des Affaires (OHADA) est une organisation internationale panafricaine créée en 1993 et ayant pour but l’unification du droit des affaires en Afrique. Le présent article analyse les instruments qui seraient d’un grand intérêt pour l’OHADA et ses Etats membres. Il établit les rapports entre les règles de droit des affaires et de procédure en vigueur dans l’espace OHADA et la Convention du 5 octobre 1961 supprimant l'exigence de la légalisation des actes publics étrangers, la Convention du 30 juin 2005 sur les accords d'élection de for, et les Principes sur le choix de la loi applicable aux contrats commerciaux internationaux.
Zum Zusammenhang von Staatlichkeit und lokalen Selbstregelungen: Einige theoretische Überlegungen

Dieses Working Paper widmet sich dem Zusammenhang von Staatlichkeit und lokalen Selbstregelungen. Mittels eines deduktiven Zugangs werden verschiedene theoretische Szenarien dieses Zusammenhangs durchgespielt. Hierbei handelt es sich neben den generellen Zusammenhängen der beiden Regelungsformen um den Umfang der Regelungen, die Beziehungsformen zwischen den Regelungsvarianten, den Voraussetzungen zur Implementierung von Regelungen sowie der Verknüpfung der Regelungsformen mit dem Konzept der Staatlichkeit.
Die Studie erweitert das Forschungsfeld um drei wesentliche Erkenntnisse: Erstens, dass es neben dem postulierten negativen Zusammenhang von staatlichen Regulierungen und lokalen Selbstregelungen noch weitere hypothetisch anzunehmende Zusammenhänge geben kann. Zweitens, dass neben staatlicher Regulierung und lokalen Selbstregelungen auch regelungsfreie Regelungsbedarfe existieren und stärker in den Blick genommen werden sollten. Drittens, dass der Grad der Staatlichkeit unabhängig vom Ausmaß staatlicher Regulierung betrachtet werden sollte.
The recently published ITU-T Recommendation G1.032 proposes a list of factors that may influence cloud and online gaming Quality of Experience (QoE). This paper provides two practical evaluations of proposed system and context influence factors: First, it investigates through an online survey (n=488) the popularity of platforms, preferred ways of distribution, and motivational aspects including subjective valuations of characteristics offered by today's prevalent gaming platforms. Second, the paper evaluates a large dataset of objective metrics for various gaming platforms: game lists, playthrough lengths, prices, etc., and contrasts these metrics against the gamers' opinions. The combined data-driven approach presented in this paper complements in-person and lab studies usually employed.
In recent years, cloud gaming has become a popular research topic and has claimed many benefits in the commercial domain over conventional gaming. While, cloud gaming platforms have frequently failed in the past, they have received a new impetus over the last years that brought it to the edge of commercial breakthrough. The fragility of the cloud gaming market may be caused by the high investment costs, offered pricing models or competition from existing "à la carte" platforms. This paper aims at investigating the costs and benefits of both platform types through a twofold approach. We first take on the perspective of the customers, and investigate several cloud gaming platforms and their pricing models in comparison to the costs of other gaming platforms. Then, we explore engagement metrics in order to assess the enjoyment of playing the offered games. Lastly, coming from the perspective of the service providers, we aim to identify challenges in cost-effectively operating a large-scale cloud gaming service while maintaining high QoE values. Our analysis provides initial, yet still comprehensive reasons and models for the prospects of cloud gaming in a highly competitive market.
In recent years several community testbeds as well as participatory sensing platforms have successfully established themselves to provide open data to everyone interested. Each of them with a specific goal in mind, ranging from collecting radio coverage data up to environmental and radiation data. Such data can be used by the community in their decision making, whether to subscribe to a specific mobile phone service that provides good coverage in an area or in finding a sunny and warm region for the summer holidays.
However, the existing platforms are usually limiting themselves to directly measurable network QoS. If such a crowdsourced data set provides more in-depth derived measures, this would enable an even better decision making. A community-driven crowdsensing platform that derives spatial application-layer user experience from resource-friendly bandwidth estimates would be such a case, video streaming services come to mind as a prime example. In this paper we present a concept for such a system based on an initial prototype that eases the collection of data necessary to determine mobile-specific QoE at large scale. In addition we reason why the simple quality metric proposed here can hold its own.
This paper presents a prototypical implementation of the In-band Network Telemetry (INT) specification in P4 and demonstrates a use case, where a Tofino Switch is used to measure device and network performance in a lab setting. This work is based on research activities in the area of P4 data plane programming conducted at the network lab of HTW Berlin.
In recent years, satellite communication has been expanding its field of application in the world of computer networks. This paper aims to provide an overview of how a typical scenario involving 5G Non-Terrestrial Networks (NTNs) for vehicle to everything (V2X) applications is characterized. In particular, a first implementation of a system that integrates them together will be described. Such a framework will later be used to evaluate the performance of applications such as Vehicle Monitoring (VM), Remote Driving (RD), Voice Over IP (VoIP), and others. Different configuration scenarios such as Low Earth Orbit and Geostationary Orbit will be considered.
International trade is highly imbalanced both in terms of values and in terms of embodied carbon emissions. We show that the persistent current value trade imbalance patterns contribute to a higher level of global emissions compared to a world of balanced international trade. Specifically, we build a Ricardian quantitative trade model including sectoral input-output linkages, trade imbalances, fossil fuel extraction, and carbon emissions from fossil fuel combustion and use this framework to simulate counterfactual changes to countries' trade balances. For individual countries, the emission effects of removing their trade imbalances depend on the carbon intensities of their production and consumption patterns, as well as on their fossil resource abundance. Eliminating the Russian trade surplus and the US trade deficit would lead to the largest environmental benefits in terms of lower global emissions. Globally, the simultaneous removal of all trade imbalances would lower world carbon emissions by 0.9 percent or 295 million tons of carbon dioxide.
Die Afrikanische Union und die Europäische Union unterhalten eine hoch institutionalisierte Sicherheitspartnerschaft. Die im Jahre 2007 beschlossene Gemeinsame Afrika-EU-Strategie stellt für die interregionalen Beziehungen der Afrikanischen Union mit der Europäischen Union im Allgemeinen und für die sicherheitspolitische Zusammenarbeit im Besonderen eine Zäsur dar. Kooperieren die Afrikanische Union und die Europäische Union partnerschaftlich, also auf Augenhöhe, um mehr Sicherheit für beide Kontinente zu erreichen? Um diese Frage zu beantworten werden auf Grundlage des interorganisationalen Modells von Biermann (2009) in seiner Weiterentwicklung von Scheuermann (2012) verschiedene kooperationsfördernde und -hemmende Faktoren herausgearbeitet. Mit Hilfe dieses Rahmens werden dann die Entwicklung der interregionalen Beziehung und die mit der Strategie implementierten Mechanismen analysiert, um so fünf spezifische Problemmuster zu identifizieren, die eine Partnerschaft auf Augenhöhe in der Praxis konterkarieren können: Das Selbstverständnis der EU, die Perzeption der EU durch die AU, die unterschiedliche Perzeption von Sicherheit, die divergenten institutionellen Kapazitäten und der gravierende Ressourcenmangel. In welcher Weise sich diese Problemmuster auswirken, wird abschließend in den Fallbeispielen zur Finanzierung der Friedensmission AMISOM und zum konträren Verhalten der beiden Regionalorganisation in der Libyenkrise deutlich.
In this work, we describe the network from data collection to data processing and storage as a system based on different layers. We outline the different layers and highlight major tasks and dependencies with regard to energy consumption and energy efficiency. With this view, we can outwork challenges and questions a future system architect must answer to provide a more sustainable, green, resource friendly, and energy efficient application or system. Therefore, all system layers must be considered individually but also altogether for future IoT solutions. This requires, in particular, novel sustainability metrics in addition to current Quality of Service and Quality of Experience metrics to provide a high power, user satisfying, and sustainable network.
LoRaWAN Network Planning in Smart Environments: Towards Reliability, Scalability, and Cost Reduction

The goal in this work is to present a guidance for LoRaWAN planning to improve overall reliability for message transmissions and scalability. At the end, the cost component is discussed. Therefore, a five step approach is presented that helps to plan a LoRaWAN deployment step by step: Based on the device locations, an initial gateway placement is suggested followed by in-depth frequency and channel access planning. After an initial planning phase, updates for channel access and the initial gateway planning is suggested that should also be done periodically during network operation. Since current gateway placement approaches are only studied with random channel access, there is a lot of potential in the cell planning phase. Furthermore, the performance of different channel access approaches is highly related on network load, and thus cell size and sensor density. Last, the influence of different cell planning ideas on expected costs are discussed.
Tactile Internet aims at allowing perceived real-time interactions between humans and machines. This requires satisfying a stringent latency requirement of haptic data streams whose data rates vary drastically as the results of perceptual codecs. This introduces a complex problem for the underlying network infrastructure to fulfill the pre-defined level of Quality of Service (QoS). However, novel networking hardware with data plane programming capability allows processing packets differently and opens up a new opportunity. For example, a dynamic and network-aware resource management strategy can help satisfy the QoS requirements of different priority flows without wasting precious bandwidth. This paper introduces virtual queues for service differentiation between different types of traffic streams, leveraging protocol independent switch architecture (PISA). We propose coordinating the management of all the queues and dynamically adapting their sizes to minimize packet loss and delay due to network congestion and ensure QoS compliance.
Today’s advanced Internet-of-Things applications raise technical challenges on cloud, edge, and fog computing. The design of an efficient, virtualized, context-aware, self-configuring orchestration system of a fog computing system constitutes a major development effort within this very innovative area of research. In this paper we describe the architecture and relevant implementation aspects of a cloudless resource monitoring system interworking with an SDN/NFV infrastructure. It realizes the basic monitoring component of the fundamental MAPE-K principles employed in autonomic computing. Here we present the hierarchical layering and functionality within the underlying fog nodes to generate a working prototype of an intelligent, self-managed orchestrator for advanced IoT applications and services. The latter system has the capability to monitor automatically various performance aspects of the resource allocation among multiple hosts of a fog computing system interconnected by SDN.
Interdisziplinarität markiert ein Forschungsprogramm, das unterschiedliche Konjunkturen erlebt hat. Auch wenn es aktuell wieder an Zuspruch gewinnt, bleiben oftmals die Konturen der Vorstellung von Interdisziplinarität verschwommen. Wenn eine Forschungsgruppe dezidiert die interdisziplinäre Perspektive aufgreift, ist es daher zwingend geboten, sich über den Begriff und seine Implikationen zu verständigen.
Darauf aufbauend zeigen wir, wie sich die DFG-Forschungsgruppe 2757 interdisziplinär aufstellt und vernetzt, um eine komplexe Fragestellung zu klären, die durch Einzelforschung nicht befriedigend behandelt werden kann. Dazu erläutern wir zunächst die in interdisziplinärer Reflexion gewonnenen und ausgewählten begrifflichen Grundlagen, Theorien und Methoden und präsentieren die entsprechenden Grundideen unserer Forschungsgruppe. Auf dieser Basis beschreiben wir deren organisatorische Tektonik sowie die inhaltlichen und methodischen Verbindungen der einzelnen Teilprojekte. Somit präzisieren wir unsere Vorstellung von interdisziplinärer Zusammenarbeit im Sinne einer vernetzten Forschung.
Wir erarbeiten mit unserem Vorgehen in interdisziplinärer Hinsicht einen angemessenen Zugang zur Thematik, der es erlaubt, die grundlegenden Fragen aus unterschiedlichen epistemologischen Perspektiven zu beleuchten und damit umfassender zu erfassen, als es aus einer rein disziplinären Sicht möglich wäre. Weiterhin streben wir eine Erweiterung und Vertiefung unseres methodischen Vorgehens an, indem verschiedene fachspezifische Methoden verwendet und kombiniert werden. Auf dieser Grundlage versprechen wir uns innovative Ergebnisse, die theoretische und methodologische Aspekte betreffen.
The article presents a proposal for the assessment of the quality of democracy. After elaborating on the methodological strategy, a definition of democracy is proposed, which entails the construction of the matrix of democracy based on three dimensions (political freedom, political equality, and political and judicial control) and five institutions. The methodological application of this measuring tool is then explained. This conception guarantees an appropriate measurement in different cultural contexts, enables the characterization of democratic profiles, and allows for the identification of deficiencies in democracies. Before the conclusion, three examples of the measurement (USA, Russia, and Italy) illustrate how the matrix works.
Bis heute beschäftigt die Aufarbeitung des Algerienkrieges (1954-1962) die französische Gesellschaft. Im Rahmen der Neuesten Geschichte und französischen Kulturwissenschaft thematisiert die Autorin die Erinnerungsproblematik dieses Krieges – und insbesondere die der Folter von Seiten der französischen Kolonialmacht. Die Arbeit umfasst eine historische, politische und kulturelle Analyse der französischen Gesellschaft und ihrer Einstellungen gegenüber den Folterverbrechen, die von der französischen Armee an Widerstandskämpfern und der algerischen Zivilbevölkerung verübt worden sind. Wie positionieren sich Medien und Bevölkerung, algerische wie französische Zeitzeugen, Politik, Armee und Wissenschaft heute zu den illegalen Gewaltakten? Hierbei werden auch das Konzept der Oral History sowie der geschichtswissenschaftliche Anspruch einer "historischen Objektivität" diskutiert. Daraus ergibt sich für die Autorin die Antwort auf die weiterreichende Forschungsfrage nach der wissenschaftlichen Positionierung dieses historischen Ereignisses: Gerade in Fragen der Gewalt und der Aussöhnung zwischen antagonistischen (Erinnerungs-)Gruppen bilden die Disziplinen Geschichts- und Kulturwissenschaft eine wichtige Schnittstelle.
Data as the new driver for growth? European and Chinese perspectives on the new factor of production

Amidst an emerging international systemic competition between China and the Western world, China’s sustained high economic growth rates, technological innovations and successful control of the corona pandemic have raised doubts over the West’s systemic capabilities. In this context, data resources and regimes play an increasing role.
This research note looks at data as present and future driver of innovation and economic growth in more detail. It compares the Chinese and the European perspective on data as well as their respective (planned) policy measures in order to draw tentative conclusions about their different approaches' implications.
Die westafrikanische Republik Gambia wurde zwei Jahrzehnte lang von Yayha Jammeh regiert. 1994 putschte er sich an die Macht und behielt diese vier Legislaturperioden lang, bis er im Dezember 2016 die Präsidentschaftswahlen überraschend gegen seinen Konkurrenten Adama Barrow verlor. Die vorliegende Arbeit untersucht die Entwicklung der Staatlichkeit der Republik Gambia während Jammehs Amtszeit. Für den Zeitraum seit der Staatsgründung im Jahr 1965 bis zur ersten Erhebung durch den US-amerikanischen Think Tank Fund for Peace 2006 gibt es keine umfassende Untersuchung über den Zustand der gambischen Staatlichkeit. Durch die Anwendung der Theorie fragiler Staatlichkeit nach Ulrich Schneckener soll mit der vorliegenden Arbeit ein Teil dieser Lücke geschlossen werden. Dazu werden für jede der vier Legislaturperioden Jammehs die von Schneckener benannten Staatsfunktionen (Sicherheit, Legitimität/Rechtsstaatlichkeit, Wohlfahrt) einzeln untersucht, um anschließend den Zustand der Staatlichkeit Gambias einzuordnen. Dazu werden sowohl quantitative als auch qualitative Daten einschließlich Experteninterviews verwendet. Anhand eines Vergleichs der einzelnen Typologisierungen ist es möglich, abschließend ein Gesamtbild der Entwicklung der gambischen Staatlichkeit während Jammehs Amtszeit zu zeichnen.
